Therefore, Shenzhen Metro Company organized a series of campaigns such as "120 days", "the first half of the year", "the decisive battle in the fourth quarter" and "striving to open for a hundred days", which made the subway project overfulfil its annual investment plan for three consecutive years. In 2004, in order to ensure the completion and opening to traffic at the end of the year, the Metro Company, with the support of the Municipal Metro Headquarters, signed two "630 Project Target Responsibility Letters" with the contractors, and the contractors launched a tough battle again, basically completing the station decoration and system equipment installation goals. From September, 20001year to September, 2004, the subway company successively launched a series of campaigns spanning three years.
