Article 2 These Measures shall apply to the construction, management, maintenance, cleaning, disinfection and use of secondary water supply facilities for urban drinking water (hereinafter referred to as secondary water supply) within the coverage of urban public water supply network in the municipal districts of this Municipality. Article 3 The term "secondary water supply" as mentioned in these Measures refers to the water supply mode that uses tap water and self-provided wells supplied by urban water supply enterprises as water sources, and uses high and low water tanks, reservoirs, pumping stations and other facilities to supply water to users through a pressurized water supply system.

The term "secondary water supply facilities" as mentioned in these Measures refers to the reservoir (box), water supply pump room and its ancillary facilities (pipes, valves, water pump units, water treatment equipment, disinfection equipment, air pressure tanks, etc.). ) Need to set up secondary water supply. Article 4 The municipal competent department of construction is responsible for the supervision and management of secondary water supply, and its subordinate Yinchuan urban water-saving management institution is specifically responsible for the daily supervision and management of secondary water supply.

The municipal health department is responsible for the sanitary inspection and supervision of the water quality of the secondary water supply. Fifth new construction, renovation and expansion projects, in accordance with the provisions of the state need to support the construction of secondary water supply facilities, secondary water supply facilities should be designed, constructed and put into use at the same time as the main project.

Construction and construction units shall carry out construction in accordance with the design and construction scheme of secondary water supply facilities. The design, construction scheme and change of secondary water supply facilities shall be filed with the municipal water-saving management institution.

Two water supply facilities shall be accepted at the same time as the main project, and the construction unit shall invite the municipal health department, the municipal water-saving management institution and the urban water supply enterprise to participate in the acceptance when organizing the acceptance; Two water supply facilities without acceptance or unqualified acceptance shall not be put into use. Article 6 The design of secondary water supply facilities shall be carried out in accordance with the design specifications of secondary water supply facilities, and the materials shall conform to the national standards and installation specifications.

It is forbidden to use concrete pouring water tanks (pools) and steel plate water tanks that have an impact on water quality, and it is forbidden to use fire-fighting and domestic mixed water tanks (pools). What is being used shall be rectified by the property right unit.

If the use of non-negative pressure equipment for secondary water supply causes pressure relief of public pipe network and affects the normal water use of surrounding residents, the property right unit shall be responsible for rectification. Seventh after the completion of the secondary water supply project, the construction unit shall notify the municipal water-saving management institution to supervise the cleaning, disinfection, water quality testing and water quality testing of the secondary water supply facilities. Water quality testing should be issued by qualified institutions "water quality testing report". Eighth completed secondary water supply facilities, no unit or individual may dismantle, stop using or use for other purposes.

Eleventh cleaning, disinfection, cleaning and maintenance of secondary water supply facilities shall be undertaken by units with corresponding qualifications. Cleaning, disinfection, cleaning and maintenance work should be carried out at a time that does not affect the normal domestic water consumption of residents or units. After each cleaning and disinfection, cleaning and maintenance, water quality testing should be carried out, and it can only be put into use after passing the water quality testing. Twelfth units engaged in the cleaning, disinfection, cleaning and maintenance of secondary water supply facilities should have a fixed workplace, set up a disinfection room for cleaning and disinfection tools, and regularly disinfect the cleaning and disinfection tools. Cleaning, disinfection, cleaning and maintenance personnel shall undergo health knowledge training and health examination, obtain a health certificate issued by the municipal health department, and register with the municipal water-saving management institution before taking up their posts. Thirteenth secondary water supply facilities management unit shall establish a monitoring system, and the monitoring information shall be kept for 30 days.

The secondary water supply facilities and equipment rooms should be locked and protected by special personnel. The establishment and change of specialized personnel shall be reported to the municipal water-saving management institution for the record. Fourteenth secondary water supply facilities management unit shall, in accordance with the hygiene standards of secondary water supply facilities, test the water quality of water tanks every day, make a good record of operation, and submit the test data to the municipal health department and the municipal construction department. Fifteenth secondary water supply facilities management unit shall not stop water supply without authorization (except emergencies). If it is really necessary to stop water supply due to equipment maintenance and repair, the user shall be notified 24 hours in advance; If the water supply is stopped for more than 24 hours, it shall be reported to the competent construction department for approval, and temporary water supply measures shall be taken.
