Legal analysis: Property companies are under the management of the housing and urban-rural construction committees of various provinces and cities under the Ministry of Housing and Urban-Rural Development of the People's Republic of China. The real estate management department is the real estate administrative department of the local people's government at or above the county level. In some places, this administrative department is the Housing Authority (Housing Security and Real Estate Administration), also known as the Housing and Urban-Rural Construction Committee.
