Chapter I General Provisions Article 1 In order to strengthen the classified management of domestic waste in this Municipality, protect the environment and promote high-quality economic and social development, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the classified delivery, classified collection, classified transportation, classified treatment and related supervision and management activities of domestic garbage within the administrative area of this Municipality. Article 3 The municipal, district (county-level city) people's governments shall incorporate the classified management of domestic waste into the national economic and social development plan at the corresponding level, set the management targets of urban and rural domestic waste, and incorporate the funds for classified management of domestic waste into the fiscal budget at the corresponding level. The Municipal People's Government is responsible for coordinating the classified management of domestic waste in this Municipality, and the district (county-level city) people's government is responsible for organizing and implementing the classified management of domestic waste within its administrative area.

The Economic Functional Zone Management Committee shall be responsible for organizing and implementing the classified management of domestic waste within its jurisdiction according to its responsibilities.

The Town People's Government and the sub-district offices are responsible for the daily work of classified management of domestic waste within their respective jurisdictions.

Villagers' committees and residents' committees cooperate with the town people's government and sub-district offices to carry out the related work of domestic waste classification management, and promote the inclusion of domestic waste classification requirements in village regulations and residents' conventions. Fourth urban management and comprehensive law enforcement departments are responsible for the classified management of domestic waste in urban built-up areas and other areas where urbanization management is implemented.

The competent agricultural and rural authorities are responsible for guiding the classification of rural domestic waste and the construction of a long-term mechanism for village cleaning.

Housing and urban and rural construction departments are responsible for overall planning, coordination and supervision of urban and rural domestic waste treatment and other related facilities construction and rural domestic waste classification management.

Development and reform, finance, ecological environment, commerce, market supervision, natural resources, health, education and other departments, according to their respective responsibilities to do a good job in the classification management of domestic waste. Article 5 Units, families and individuals shall abide by the provisions on the classification of domestic garbage and fulfill their obligations of reducing the amount of domestic garbage at the source and putting it in a classified way according to law. Article 6 Trade unions, the Communist Youth League, women's federations, science and technology associations and other organizations shall, according to their respective functions and duties, organize and carry out the propaganda and mobilization work of domestic waste classification, and promote the whole society to participate in domestic waste classification activities.

Tourism, express logistics, property management, environmental protection industry, hotels, restaurants and other related industry associations shall, in accordance with the relevant provisions, carry out domestic waste classification training and technical guidance in this industry.

Encourage volunteer organizations and other social welfare organizations to carry out domestic waste classification publicity and mobilization activities to promote domestic waste classification. Article 7 The municipal, district (county-level city) people's governments and their relevant departments shall organize and publicize the classification of domestic waste, educate and guide the public to develop the habit of domestic waste classification, and urge and guide the classification of domestic waste. Chapter II Planning and Construction Article 8 The municipal and county departments in charge of housing and urban-rural construction shall, jointly with the departments in charge of comprehensive law enforcement of urban management, agriculture and rural areas, organize the preparation of special plans for municipal and county-level domestic waste disposal according to the overall plan for national economic and social development, the land and space planning and the provincial-level special plans for domestic waste disposal, and report them to the people's government at the same level for approval before promulgation and implementation. Article 9 During the preparation of the special plan for domestic waste disposal, experts and public opinions shall be solicited through forums, hearings and demonstration meetings, and the draft special plan for domestic waste disposal shall be publicized according to law, and the publicity time shall not be less than 30 days.

The approved special plan for domestic waste disposal shall be published on the websites of municipal and county-level municipal people's governments and the main news media in this area. If the special plan really needs to be revised, it shall be handled in accordance with the original examination and approval procedures. Article 10 The special plan for the treatment of domestic waste shall specify the treatment system of domestic waste, determine the overall layout of centralized collection, transportation and treatment facilities of domestic waste and recycling facilities of renewable resources, and coordinate the direction and flow direction of domestic waste treatment. Eleventh city, district (county-level city) people's government shall, in accordance with the relevant standards, norms and planning requirements, make overall arrangements for the construction of domestic waste collection, transshipment and treatment facilities that meet the requirements of classified management.

The existing domestic waste collection, transfer and treatment facilities do not meet the requirements of classified management, and shall be transformed by the local (county-level city) people's government. Chapter III Classified Release Article 12 Domestic garbage shall be classified according to the following standards:

(1) Recyclable materials refer to waste paper, waste plastics, waste metals, waste textiles, waste electrical appliances, waste glass, etc. Which is suitable for recycling;

(2) Kitchen waste refers to perishable waste, including kitchen waste generated by families, kitchen waste generated by non-resident units and other kitchen waste;

(3) Hazardous wastes refer to domestic wastes that directly or potentially endanger human health or the natural environment, including waste batteries, waste lamps, waste medicines, waste paints, waste pesticides, etc. ;

(4) Other garbage refers to domestic garbage other than the first three items.

The Municipal People's Government shall, according to the actual situation of this Municipality, organize the formulation of the catalogue for guiding the classification of domestic waste according to law, and make it public. Article 13 The system of responsible person shall be implemented in the management of classified domestic waste and the cleaning and cleaning of relevant places, and the relevant responsible persons and their duties shall be implemented in accordance with the Regulations of Guangdong Province on the Administration of Urban and Rural Domestic Waste and the Regulations of Maoming City on the Administration of City Appearance and Environmental Sanitation.
