According to the requirements of the Notice of the State Planning Commission and the Ministry of Construction on Printing and Distributing the Interim Measures for Property Management Service Charges in Urban Residential Quarters (1996) and the Measures for Property Management in Beijing Residential Quarters (1995 No.21Order of the Municipal Government), Beijing Residential Quarters (Ordinary) are hereby printed and distributed.

First, the city, district and county price bureau is the competent authority of the city's urban residential property management service charges, responsible for the management and supervision of residential property management service charges within their respective administrative areas.

Second, the residential area commissioned management service fee management

(a) "Beijing residential area (ordinary) entrusted management fees (Trial)" by the Municipal Price Bureau in conjunction with the Municipal Housing and Land Administration to develop. The collection units shall be implemented in accordance with the provisions of the "Measures of Beijing Municipality on Entrusting Management Fees for Residential Areas (Ordinary) (Trial)".

Owners, users need to provide special service fees, by the property management unit and the residential property management committee or the owners, users on behalf of the consultation, and attach a cost budget, reported to the Municipal Price Bureau for approval before implementation.

(two) the service charges of public and public institutions in high-standard residential areas such as senior apartments and villas shall be subject to government guidance. The property management unit shall report to the Municipal Price Bureau according to the actual service items and various expense budgets (the profit rate is limited within 12%), and the Municipal Price Bureau shall verify the service content, service quality and service depth of the property management unit according to the expenses incurred by the property management service.

Three, "on the issuance of the notice" in the charging standards shall not be arbitrarily raised, unlimited downward. The actual implementation of the property management unit fees should be reported to the municipal, district (county) price departments and housing and land management departments for the record.

Four, the property management service charges shall be clearly marked, and the charging items and standards and charging methods shall be announced in the business premises or charging places.

The property management unit shall accept the supervision of the community management committee or the property owners and users, and report the annual income and expenditure of various expenses to the Municipal Price Bureau for the record.

Five, the property management unit and the owners, property users between the charges dispute, by the price department for mediation.

One of the following acts shall be punished by the government price supervision and inspection institutions in accordance with the relevant provisions of the state.

(a) unauthorized pricing, unauthorized increase in fees;

(2) setting up charging items and charging standards without authorization;

(three) not according to the provisions of the price tag;

(4) The quality and price of the services provided are inconsistent;

(five) only charge no service or charge less service;

(six) other acts that do not implement these provisions.

Six, the property management unit has been entrusted to implement residential property management and charge the corresponding public service fees, other departments and units shall not charge the same fees in nature and content.

Notice on printing and distributing the charging standard for entrusted management of residential quarters in Beijing (for Trial Implementation), starting from1June 65438+ 1 in 1996, for a trial period of one year. If the previous provisions are inconsistent with the Notice on Printing and Distributing the Charges for Entrusted Management of Residential Areas in Beijing (Trial), it shall be implemented according to the Notice on Printing and Distributing the Charges for Entrusted Management of Residential Areas in Beijing. 1. This charging standard is formulated in accordance with the Interim Measures for Charging Property Management Services in Urban Residential Quarters (State Planning Commission and Ministry of Construction [1996] No.266) and the Beijing Municipal Government [1995] No.21Order "Measures for Property Management in Residential Quarters".

Second, this charging standard is applicable to the daily maintenance, repair, renovation services and other services of the property management units within the administrative area of Beijing, entrusted by the property owners and users, to the buildings and their equipment, public facilities, greening, transportation, public security and environmental appearance projects in their residential areas.

Three, the definition of ordinary residential and high-grade residential, according to [92] No.1 Hall No.34 "On the" Seventh Five-Year Plan "-"Eighth Five-Year Plan "period, Beijing residential design standards, construction standards are more than a class of ordinary residential construction standards of high-grade residential.

Four, the property management unit entrusted to collect housing rent, housing rent charged should be offset in the entrusted management fees listed in the "management fees" and "small and medium repair fees".

6. Items 2, 4, 5, 6 and 7 in this standard are collected by the property management unit on a monthly basis, and the items paid by the property owner can generally be collected annually.

7. Special services refer to non-standardized services provided by property management units for property owners and users in residential areas, such as picking up and dropping off children, setting up special cars in residential areas, and cleaning indoor sanitation for residents.
