It is urgent to speed up the innovation of related technologies, modes and mechanisms, and further improve the charging service support capability.
In order to fully implement the Notice of the General Office of the State Council on Printing and Distributing the Development Plan of New Energy Automobile Industry (20021-2035) (No.39 [2020] of the State Council), support the development of new energy automobile industry, break through the bottleneck of charging infrastructure development, promote the construction of new power system and help realize the goal of "double carbon", the following implementation opinions are formulated.
By the end of the 14th Five-Year Plan, China's electric vehicle charging support capability has been further improved, and a moderately advanced, balanced, intelligent and efficient charging infrastructure system has been formed, which can meet the charging demand of more than 20 million electric vehicles.
First, accelerate the construction and installation of charging facilities in residential quarters.
(1) Improve the promotion mechanism for the construction of charging facilities in residential quarters.
Local development and reform, energy departments should strengthen coordination with housing and urban-rural construction departments, and promote the construction and transformation of charging facilities in residential quarters. Residential district management units shall actively cooperate with users to install charging facilities and provide necessary assistance. Strive to achieve a coverage rate of not less than 80% in the national ecological civilization experimental zone and the expressway service area in the key area of air pollution prevention and control by 2025, and not less than 60% in other areas.
