Comprehensive acceptance of residential areas should be attended by real estate administrative departments and property management companies to be hired. The community management committee consists of representatives elected by property owners, users, neighborhood committees and other relevant units in the community. Twelfth residential area management committee shall sign an entrustment contract with the property management enterprise, the contract period is one to three years. (five) discourage, stop, damage residential property or hinder the property management behavior, found in violation of laws, regulations and rules, to stop and promptly report to the relevant administrative departments;
(six) to carry out diversified operations and paid services. Fourteenth residential water supply, power supply, heating (cooling), gas, lighting, fire control facilities, drainage, sewage and other management pipeline maintenance, by the relevant units. The relevant units may also entrust the residential property management enterprises to sign the "Custody Contract" with the property management enterprises and pay the entrustment fees. Fifteenth residential development and construction units according to the planning and construction of professional management space, by the property management enterprises in accordance with the relevant provisions of the real estate management, any unit or individual shall not arbitrarily change its use. Sixteenth housing property owners and users should abide by the relevant property management regulations, use houses and other public facilities in accordance with the regulations, pay relevant fees, and consciously safeguard the normal living order and management order of the community; Have the right to request the community management committee to replace the property management enterprises that violate laws, regulations and entrustment contracts, and have the right to dissuade, stop and report acts that disturb the management order and life order of the community and damage public facilities. Seventeenth main sources of property management funds:
(1) Public funds for residential property management collected by real estate development and construction units according to the proportion of 3% of residential building installation fees;
(two) the special maintenance fee allocated in the urban construction and maintenance fee;
(three) a certain proportion of the maintenance funds in the rent of public housing and the interest on the maintenance funds of public parts and public facilities established after the sale of public housing;
(four) the management fees paid by the owners and users of the property community;
(five) the part extracted from the diversified operating income of residential property management enterprises.
Measures for the collection, management and use of property management funds shall be formulated by the municipal real estate administrative department jointly with relevant departments and implemented after being reported to the municipal government for approval.
