According to reports, the Provincial Department of Housing and Urban-Rural Development, in accordance with the relevant requirements of the Interim Administrative Measures for the Construction and Operation of Electric Vehicle Charging Infrastructure in Hainan Province, guides cities and counties to gradually build charging infrastructure in existing residential areas according to actual needs and site construction conditions. Among them, residential areas with fixed parking spaces and power supply conditions should build private self-use charging infrastructure in accordance with the requirements of relevant norms and standards, and property service enterprises should actively support and cooperate;

In communities without fixed parking spaces and power supply conditions, property service enterprises are encouraged to cooperate with charging infrastructure construction and operation enterprises to build public charging infrastructure; In residential areas with fixed parking spaces and no power supply conditions, the charging infrastructure will be built simultaneously in combination with the progress of meter reading in residential areas; In residential areas without fixed parking spaces and power supply conditions, property service enterprises can cooperate with charging infrastructure construction and operation enterprises to put mobile charging infrastructure in residential areas.

At the same time, the housing and urban-rural construction departments of cities and counties should strictly implement the Interim Administrative Measures for the Construction and Operation of Electric Vehicle Charging Infrastructure in Hainan Province and the Technical Standards for the Construction of Electric Vehicle Charging Facilities in Hainan Province, strengthen the supervision over the design, construction and acceptance of new residential quarters, and ensure that the supporting charging facilities for parking spaces in new residential quarters are designed, constructed and accepted at the same time as the main project.
