Regulations of Qingyuan Municipality on the Administration of City Appearance and Environmental Sanitation (revised on 20 19)

Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation and create a clean, civilized and livable city environment, these Regulations are formulated in accordance with the Regulations on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the city appearance and environmental sanitation management in the built-up areas where the people's governments of cities (counties, districts) and townships are located within the administrative area of this Municipality, and in other areas where urbanization management is implemented outside the built-up areas.

Other areas outside the built-up areas where urbanization management is implemented shall be designated and announced by the people's governments at or above the county level. Article 3 The people's governments at or above the county level shall strengthen their leadership over the work of city appearance and environmental sanitation, incorporate the work of city appearance and environmental sanitation into the national economic and social development plan, ensure the funds needed for the work of city appearance and environmental sanitation, improve the infrastructure construction of city appearance and environmental sanitation, establish and improve the linkage and information sharing mechanism of city appearance and environmental sanitation, and use refined and intelligent management means to improve the management level of city appearance and environmental sanitation.

Street offices and Township People's governments are responsible for the specific work of city appearance and environmental sanitation management within their respective jurisdictions. Fourth city appearance and environmental sanitation administrative department is responsible for guiding, coordinating and supervising the city appearance and environmental sanitation management.

The county-level administrative department of city appearance and environmental sanitation shall be responsible for the management of city appearance and environmental sanitation within their respective administrative areas.

Housing and urban and rural construction, public security, finance, natural resources, ecological environment, transportation, water conservancy, health and market supervision and other administrative departments shall, in accordance with their respective responsibilities, do a good job in the management of city appearance and environmental sanitation. Article 5 The administrative punishment and related administrative compulsory measures stipulated in these Regulations shall be implemented by the comprehensive law enforcement department of urban management in the area where comprehensive law enforcement of urban management is implemented. Areas that have not yet implemented the comprehensive law enforcement of urban management shall be implemented by the relevant administrative departments according to law. Article 6 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain city appearance and environmental sanitation, and take good care of city appearance and environmental sanitation facilities, and have the right to dissuade acts that violate city appearance and environmental sanitation regulations and damage city appearance and environmental sanitation, or complain and report to the administrative department of city appearance and environmental sanitation. The competent administrative department of city appearance and environmental sanitation shall handle complaints and reports in a timely manner according to law, and keep the complainants and informants confidential.

Neighborhood (village) committees assist neighborhood offices and township people's governments to carry out city appearance and environmental sanitation work. Advocate neighborhood (village) committees to organize neighborhood (village) people to formulate conventions on maintaining city appearance and environmental sanitation, and mobilize neighborhood (village) people to participate in city appearance and environmental sanitation work.

Encourage voluntary behaviors and public welfare actions of city appearance and environmental sanitation, and create a clean, civilized and livable urban environment. People's governments at all levels shall establish corresponding supervision and incentive mechanisms to encourage citizens and relevant units to actively participate in the management of city appearance and environmental sanitation. Seventh people's governments at all levels should strengthen the publicity and education of city appearance and environmental sanitation laws, regulations and scientific knowledge, and promote the whole society to enhance the awareness of maintaining city appearance and environmental sanitation.

Operators or managers of public places such as stations, ports and tourist attractions. Should cooperate with the government to do a good job in publicity of city appearance and environmental sanitation.

Radio, television, newspapers, websites and other mass media shall arrange publicity content for public welfare of city appearance and environmental sanitation, and conduct supervision by public opinion on acts that violate the provisions on the administration of city appearance and environmental sanitation. Eighth people's governments at all levels or environmental sanitation cleaning enterprises should improve the mechanization level of environmental sanitation operations and reduce the labor intensity of environmental sanitation workers.

All units and individuals shall respect the environmental sanitation workers and their labor, and shall not hinder or obstruct their normal operation. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 9 This Municipality implements the system of area of responsibility for city appearance and environmental sanitation. The responsible person of the city appearance and environmental sanitation responsibility area shall be determined in accordance with the following provisions:

(a) the urban roads that have been put into use shall be the responsibility of the local county-level city appearance and environmental sanitation administrative department;

(two) rail transit, tunnels, underpasses, elevated roads, highways, by the managers;

(three) the manager is responsible for urban green space and greening facilities;

(four) cultural and entertainment venues, stadiums, tourist attractions, industrial parks, parks, public squares, airports, stations, docks, ports, public parking lots and other public places, by the managers;

(five) commodity trading markets, commercial squares, shops, hotels, restaurants, exhibitions, booths and other places, by the organizers or managers of the place;

(six) organs, organizations, schools, troops, enterprises and institutions within the scope of the building red line and its walls and other ancillary buildings and structures, by the unit responsible for;

(seven) the scope of construction projects such as construction sites, unfinished acceptance or completion of municipal public facilities and residential quarters and their affiliated roads and facilities shall be the responsibility of the construction unit;

(eight) land consolidation, land to be built, the land use right holder is responsible for;

(nine) the implementation of property management in residential areas, the property management unit is responsible for;

(ten) residential areas, streets and lanes that have not implemented property management shall be responsible for the sub-district offices or the Township People's governments;

(eleven) the city has been urbanized in the built-up area of the city, and the local county-level city appearance and environmental sanitation administrative department is responsible for it;

(twelve) the urban-rural fringe is responsible for the territorial sub-district offices and the Township People's governments;

(thirteen) the management scope of urban public waters such as rivers, lakes, reservoirs, ponds and canals and their dikes shall be the responsibility of the managers; If the manager is not clear, the county-level city appearance and environmental sanitation administrative department shall be responsible for it;

(fourteen) the ship manager is responsible for all kinds of ships.

If the responsible person cannot be determined in accordance with the provisions of the preceding paragraph, the territorial sub-district office and the township people's government shall be responsible.

If the city's city appearance and environmental sanitation responsibility area is trans-regional, the responsible person shall be determined by the administrative department of city appearance and environmental sanitation at the next higher level.
