Article 5 In accordance with the principle of separating the construction of the construction unit from the property management, property management enterprises with corresponding qualifications shall be selected through bidding to implement the preliminary property management.

For a property project that meets one of the following standards, the construction unit shall select a property management enterprise with corresponding qualifications through public bidding to implement the preliminary property management:

(1) Residential projects with a total construction area of 50,000 square meters or more;

(2) Non-residential projects with a total construction area of over 20,000 square meters;

(three) the state-owned capital investment accounted for more than 50% of the project.
