Commercial property management must pass the tender?

The state encourages property management projects to select property companies through bidding. If there are less than three tenders for commercial and office buildings, a property company may be selected by agreement with the approval of the local government.

Article 24 of the Regulations on Property Management stipulates that the state encourages construction units to select qualified property service enterprises through bidding in accordance with the principle of separating real estate development from property management. If the number of bidders is less than three or the residential scale is relatively small, with the approval of the real estate administrative department of the district or county people's government where the property is located, a property service enterprise with corresponding qualifications may be selected by agreement.

Articles 3 and 8 of the Interim Measures for the Administration of Bidding and Tendering of Pre-property Management stipulate that invitations to bid must be issued to more than three property service enterprises. Commercial and office projects must, in principle, select property service enterprises with corresponding qualifications through bidding procedures.
