In practice, in order to prevent the shortage of natural gas public network construction funds, gas companies charge developers or property management companies. Some developers or property management companies are unwilling to bear this part of the cost, so they charge users.

The property management company in Shanshui Wenyuan Community has refunded the relevant expenses of the owner who took over the house after May 12, but the owner who handed over the house before May 12 has not refunded it.
Charging is illegal.
Fang Ligang, a member of china law society and a lawyer of Baoji City, told the reporter that the supporting fee for urban infrastructure was paid by the developer to the relevant departments before the real estate started construction and the planning permit was applied, and it was included in the project cost, and the owner had included this fee in the purchase price when buying a house. If the developer charges the owner for supporting urban infrastructure when handing over the house, it is a double charge.
For some developers, on the grounds that they have signed contracts with gas and heating companies, the owners are required to pay double the gas access fee when handling the handover procedures. Fang Ligang thinks this is illegal. He said that the developers should solve the problems arising from the illegal signing of contracts by themselves, and use this as an excuse to collect these two fees from the owners, which harms the interests of consumers.
Faced with such a problem, how should consumers protect their rights? Fang Ligang suggested that according to the State Council's Provisions on Administrative Penalties for Price Violations, the owners can report in writing to Baoji Price Bureau and demand that they be investigated and dealt with according to law. At the same time, developers can be required to refund the overcharged fees. If the developer refuses to refund, he can bring a lawsuit to the people's court.
