Overhaul fund's scope and procedures?

1. Scope of use of the maintenance fund: including public parts and equipment in the community. Two, the use of maintenance fund procedures:

1. Before the maintenance funds are transferred to the owners' meeting for management:

(2) The special part within the scope of residential special maintenance funds accounts for more than half of the total construction area, and it has been discussed and approved by the owners;

(three) the realty service enterprise or the relevant owners organize the implementation of the maintenance fund use plan;

(4) Property services companies or related industries sponsor relevant materials and apply for reimbursement to the local government construction department;

(5) After the approval of the competent department of construction, issue a Notice on the Transfer of Residential Special Maintenance Funds to the special account management bank;

(6) The special account management bank will transfer the required residential special maintenance funds to the maintenance unit.

2. After the maintenance funds are transferred to the owners' congress for management:

(1) The realty service enterprise puts forward a plan for the use of maintenance funds, which should include the items that need maintenance and updating, the expense budget, the expenditure scope, possible emergencies that endanger the safety of the house and other disposal measures that need to temporarily use the special maintenance funds for the house;

(2) The owners' meeting passed the maintenance fund use plan according to law;

(3) The realty service enterprise organizes the implementation of the use plan;

(4) The realty service enterprise submits the residential special maintenance fund to the owners' committee with relevant materials;

(5) The owners' committee shall examine and approve the use scheme and report it to the competent construction department for the record; If the competent construction department finds that it does not conform to the relevant laws, regulations, rules and use plans, it shall be ordered to make corrections;

(6) the owners' committee issued a notice to the special account management bank, requesting the allocation of special housing maintenance funds;

(7) The special account management bank will transfer the required residential special maintenance funds to the maintenance unit.

Why is the owner unwilling to use the maintenance fund?

1. Maintenance funds are difficult to use: some owners refuse to use maintenance funds. In addition, some owners worry that they will encounter problems in the future and have no money for maintenance.

2. Insufficient maintenance funds: the maintenance funds are paid by the owner in accordance with the standards set by the government when handing over the house.
