Because at that time, many websites used servers for cost reasons. The website of a security-conscious administrator is not easy to be attacked, but other websites even set the administrator password in plain code, so it is easy to be attacked.

Later, in the wars of 2005 and 2009, most members of the Honker League would use the old-fashioned ddos attacks. Many of them can't even write tools, and they use multithreaded attackers or scripts like Rong Xiaozi, which reflects that most people have no skills at all.
