In order to further strengthen the safety management of fireworks and firecrackers, safeguard the personal and property safety of the public and citizens, reduce the fire risk, and reduce air and noise pollution, according to the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Regulations on the Safety Management of Fireworks and Firecrackers, the Regulations on the Management of Fireworks and Firecrackers in Linyi City and the Provisions of Linyi Municipal People's Government Office on the Prohibition of Setting off Fireworks and Firecrackers in Linyi City, we hereby notify you as follows:

First, from the date of the announcement to March 3, 20221day, the burning and setting off of fireworks and firecrackers in the main city of the county are prohibited all day; From June 30, 2022 to March 30, 2022, fireworks and firecrackers are prohibited at all times in the county.

Second, all township streets and relevant departments and units should actively organize and carry out the publicity of banning sales, burning and fireworks, and increase the publicity and inspection control during the festival; All party and government organs, enterprises and institutions should play an exemplary role and strictly implement the requirements of prohibiting burning and releasing; The public security organs should do a good job in the safety management of fireworks and firecrackers, increase the intensity of inspection and law enforcement, accept reports from the masses in a timely manner, and punish those who set off fireworks and firecrackers at the time and place where discharge is prohibited; Emergency management departments should do a good job in the supervision and management of fireworks production and operation, and strengthen source control; Comprehensive law enforcement departments should ban mobile stalls selling fireworks and firecrackers according to law, and actively cooperate with the promotion of no burning and no release; The market supervision department shall regulate and supervise the operation order of fireworks and firecrackers according to law, organize the investigation of illegal acts in fireworks and firecrackers business activities, and do a good job in fireworks and firecrackers management and publicity and education; Housing security departments should guide and urge all property companies, strengthen community management, do a good job in household publicity, and cooperate with the implementation of measures to ban burning and release.

The third is to set off fireworks and firecrackers at the time and place where it is forbidden, or in a way that endangers public safety and personal and property safety. According to Article 42 of the Regulations on the Safety Management of Fireworks and Firecrackers, the public security organ shall order it to stop the discharge and impose a fine of more than 500 yuan 100 yuan; If it constitutes a violation of public security administration, it shall be punished according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

Four, to hinder the relevant functional departments to perform official duties according to law, should be severely punished according to law; If the case constitutes a crime, the criminal responsibility of the relevant personnel shall be investigated according to law.

Five, any organization or individual found illegal production, operation, storage, transportation and discharge of fireworks, have the right to discourage, and report to the relevant departments.
