Chapter I General Provisions Article 1 In order to strengthen the planning, construction and management of parking lots, standardize parking service activities and improve the urban traffic environment, these Regulations are formulated in accordance with the Urban and Rural Planning Law of People's Republic of China (PRC), the Law of the People's Republic of China on Road Traffic Safety, the Regulations of Guangxi Zhuang Autonomous Region on Road Traffic Safety and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, use and management of parking lots within the urban planning area of this Municipality. Article 3 Parking lots mentioned in these Regulations refer to outdoor or indoor places where vehicles are parked, including public parking lots, special parking lots and road parking spaces.

Public * * * parking lot refers to a place built independently according to the plan, relying on public * * * buildings, and temporarily occupying roads for public parking.

Special parking lots refer to places that provide parking services for vehicles in their own units and residential areas, including special parking lots for buildings and parking spaces partially divided within building divisions.

Road parking spaces refer to places for temporary parking of vehicles set up on urban roads according to law, including driveway parking spaces and sidewalk parking spaces. Article 4 The construction and management of parking lots shall follow the principles of overall planning, rational layout, standardized management and convenient use. Article 5 The Municipal People's Government shall strengthen the unified leadership of parking lot construction and management, establish a comprehensive coordination mechanism, and coordinate and solve major problems. Municipal development and reform, finance, land and resources, housing and urban and rural construction, transportation, market supervision and management, price, civil air defense, emergency management and other departments shall, in accordance with their respective responsibilities, coordinate in the management of parking lots.

The Municipal People's Government shall be responsible for organizing street offices and the Town People's Government to assist and cooperate with the parking administrative department to carry out parking management related work. Article 10 The municipal competent department of urban and rural planning shall, according to the comprehensive urban traffic planning and traffic demand, work out special parking lot planning jointly with the competent departments of urban management and law enforcement, traffic management of public security organs, land and resources, housing and urban and rural construction, and solicit opinions from the public, which will be promulgated and implemented after being approved by the Municipal People's Government.

Article 12 The municipal competent department of urban and rural planning shall, in accordance with the relevant provisions of the state and the autonomous region, and in combination with the actual situation of this Municipality, formulate the standards for the allocation of parking facilities for construction projects in this Municipality, adjust the standards for the allocation of parking facilities for buildings in a timely manner according to the economic, social and urban traffic development, and announce the adjusted standards to the public in a timely manner. Thirteenth parking lot construction shall meet the requirements of special parking lot planning, and its design scheme shall conform to the relevant setting standards and design specifications of the state, autonomous regions and this Municipality. Fourteenth parking lot design scheme does not meet the construction standards, the municipal competent department of urban and rural planning shall not issue a construction project planning permit; Parking lot construction drawings do not meet the construction standards, urban and rural construction departments shall not issue construction permits.

Urban and rural planning departments in the review of construction projects, involving the construction of parking lots, it should seek the opinions of the municipal urban management law enforcement, public security organs traffic management and other competent departments. Fifteenth parking lot construction projects shall be carried out in accordance with the approved design, and shall not be changed without authorization; If it is really necessary to change, it shall be reported to the original examination and approval department for approval. The number of modified parking spaces shall not be lower than the configuration standard.

The parking lot allocated for new construction projects shall be planned, designed, constructed, accepted and used simultaneously with the main project. Article 16 When building public parking lots, the construction unit shall scientifically set up special parking spaces and obvious signs for disabled vehicles, and shall be equipped with barrier-free facilities in accordance with regulations, and shall not be occupied by other vehicles and personnel.
