The management organization of Yueqing Bay

Yueqing Bay Port Area Management Committee (Yueqing Bay Port Area Development and Construction Management Committee) is a functional department of Yueqing Municipal Government. Agency address: 7th floor, Building 3, No.2 Renmin Road, Yueqing City.

The main responsibilities are: (1) to be responsible for the planning, approval, supervision and management of construction land and construction projects in this area; Issue opinions on site selection of construction projects, construction land planning permits, construction project planning permits and construction project construction permits, and send a copy to relevant departments for the record, and implement planning management according to law.

(2) Responsible for supervising and inspecting the implementation of laws and regulations on the management of land, beaches and sea areas, handling the examination and approval of land requisition and transfer in the area, recovering the right to use sea areas and beaches according to law, examining and approving temporary land use and sea use, and being responsible for the preliminary management and daily inspection of construction land.

(3) To be responsible for the quality management of construction projects in the whole region and the management of checking and approving the quality grades of construction projects, the examination and approval of the preliminary (expanded) design of construction projects, the contract review, the examination of starting conditions, the management of safe production and construction permits, the organization or joint efforts with relevant departments to investigate and handle engineering quality and safety accidents, and the management of municipal facilities and landscaping in the whole region.

(4) Supervise the implementation of relevant national standards and technical specifications for environmental protection, be responsible for the publicity and education of environmental protection in the local area, and be responsible for the environmental protection examination and approval procedures for development and construction projects within the scope of this Municipality, the completion acceptance of environmental protection facilities and the supervision and monitoring of environmental protection.

(five) responsible for the examination and approval of capital construction projects within the quota; Review and report the capital construction projects above the quota; Responsible for issuing the annual investment plan. Take the lead in organizing financial arrangements in the region; To be responsible for the comprehensive management of capital construction projects in the whole region, formulate plans for infrastructure construction projects and organize their implementation.

(six) responsible for the management of ports and coastlines; To be responsible for the management and supervision of port public docks and special docks (including loading and unloading points), tally and pilotage; Responsible for maintaining port operation order, checking port safety and quality, and supervising and managing safety production; Collect port fees (including port construction fees) in accordance with the relevant provisions of the state, province and city; Organize international cooperation and exchanges, and provide consulting and training services for enterprises.

(seven) responsible for the management, coordination and approval of the local material circulation industry; Cooperate with relevant departments to participate in dredging, regulation and management of port channels; Responsible for the maintenance, approval and management of port coastline; Responsible for the real estate management within the jurisdiction (the development and construction plan of commercial housing within the jurisdiction is included in the unified index of the city).

(eight) to implement the laws, regulations, rules, principles and policies of the state on finance, taxation, finance, accounting and state-owned assets management, formulate corresponding port management systems and measures, and organize their implementation, inspection and supervision; Implement "one-stop" charges for projects entering the zone, manage the retained funds in the port area except those turned over to the state, province and Wenzhou, and participate in development, construction and investment and financing activities; Support the development of export-oriented economy and ensure the efficient and healthy development of investment and construction in the region.

(nine) to implement the national, provincial and Wenzhou industrial policies, organize the formulation of special industrial policies and development plans in the port area, and coordinate and supervise their implementation; Guide and organize the adjustment of industrial structure, product structure and organizational structure of port-facing industries; Responsible for the management of enterprise technical progress; In conjunction with relevant departments, organize major investment promotion by utilizing foreign capital, organize product exhibitions and border trade activities of enterprises near Hong Kong, put forward the total scale and investment direction of utilizing foreign capital, publicize preferential policies and introduce the investment environment.

(ten) responsible for analyzing, monitoring and forecasting the port economic operation in this area; Comprehensive coordination of economic operation involving capital, energy, transportation, finance, finance, taxation and other issues; Guide and supervise the work of safe production, typhoon prevention and disaster relief, equipment management and environmental protection of enterprises near the port; Participate in regional economic cooperation.

(eleven) to coordinate and manage the branches and stationed personnel of the relevant functional departments in the port area.
