In 2023, the collection standard of land transfer fee is:

Before1.1May 990 19, 30% of the land price shall be marked when signing the contract.

2. The land on or after May 1990 (including that day) shall be calculated according to 60% of the land auction price on the signing day. For purchased (including fund-raising housing) and affordable housing, the allocated commercial housing developed by state-owned property companies is allowed to be transferred according to 10% of the benchmark land price on the day when the transfer contract is signed. The provisions of the state on compensation for expropriated houses shall be uniformly implemented by the state.

Collection standard of land transfer fee for resettlement houses

(a), individual housing allocation of state-owned construction land use right transfer should pay the land transfer fee standard:

If the allocated land use right is obtained before 1, 1990 May19, the land transfer fee will be charged at 30% of the land price marked on the date of signing the transfer contract.

2. If the allocated land use right is obtained after May 199019 (inclusive), the land transfer fee shall be charged at 60% of the land price marked on the date of signing the transfer contract.

The demarcated land price shall be determined according to the benchmark land price at the level where the parcel is located, and the plot ratio, regional factors and individual factors shall not be revised.

(2) The land transfer fee payable for the transfer of purchased public housing (including fund-raising housing) and affordable housing, as well as commercial housing developed by five state-owned real estate companies in the urban area, such as Hongmei New Village, Jinshan New Village, Xiaoshan New Village, Yong Er New Village and Xijiao New Village, shall be charged at 10% of the demarcated land price on the date of signing the transfer contract.

The demarcated land price is determined according to the benchmark land price of the parcel. The date, plot ratio and influencing factors will not be revised except for annual revision.

According to the market price to buy the housing reform and affordable housing, do not pay land transfer fees when entering the market.

(three), the transfer of resettlement housing should pay the land transfer fee standard by the government unified implementation, resettlement housing according to the bid for the transfer of the demarcation of land price calculation:

1. If the original land of the relocated household is 1990, and the allocated state-owned construction land use right is obtained before May of 19, the land transfer fee payable for the transfer of resettlement houses will be charged according to 30% of the marked land price on the date of applying for transfer procedures.

2. If the original land of the relocated households is 1990 May 19 (including the day) and the allocated state-owned construction land use right is obtained, the land transfer fee payable for the transfer of resettlement houses shall be charged at 60% of the marked land price on the day of applying for transfer.

If the original land of the relocated households is obtained by means of transfer, the transfer fee of the relocated households will no longer be charged. The resettlement houses purchased at the market price will no longer receive land transfer fees.
