Legal analysis: Intermediary companies have the right to force the original owners to pay property fees. When the property right is transferred, the original owner shall settle the property service fee. A new property service contract relationship is formed between the property and the new owner. 2. If there is an agreement in the original intermediary contract, the intermediary shall bear the responsibility according to the agreement. If there is no agreement, the intermediary will not bear it. If the intermediary intentionally conceals the fact of arrears or provides false information, which damages the interests of the buyer, the intermediary shall refund the intermediary fee and bear the liability for damages;

The new owner didn't enjoy the service of this property management company before he bought this house. The property company should ask the original owner to pay the fees owed by the original owner for enjoying the property service.

Legal basis: Article 7 of the Regulations on Property Management: Owners shall perform the following obligations in property management activities:

(a) abide by the management regulations and the rules of procedure of the owners' congress;

(two) abide by the rules and regulations of the use of * * * parts and facilities, the maintenance of public order and environmental sanitation in the property management area;

(three) to implement the decisions of the owners' congress and the decisions of the owners' committee authorized by the owners' congress;
