Third city housing security department is responsible for the acceptance, examination, distribution and supervision of outstanding talents and leading talents in this city. Responsible for the distribution (sale) and supervision of municipal public rental housing (hereinafter referred to as public rental housing); Responsible for regularly announcing the implementation of talent housing to the public; Responsible for providing rental public rental housing and preferential housing for talents.

The municipal human resources and social security department (hereinafter referred to as the municipal human resources department) is responsible for providing social insurance, talent identification certificates and enjoying overseas high-level talent awards and subsidies according to the division of responsibilities.

The municipal finance department is responsible for reviewing the annual monetary subsidy budget and final accounts of the city's talent housing, and implementing it after being approved by the municipal government; Responsible for allocating subsidies within 10 working days according to the allocation application of housing security department and human resources department. Article 4 The municipal housing security department and the municipal human resources department shall, jointly with relevant functional departments and district governments, establish a unified talent housing information system in the city, and gradually realize the information sharing of talent identity, household registration, marriage and family, social insurance, housing and housing security in the city, and gradually realize the functions of online application, acceptance, inquiry, publicity, complaint and supervision of talent housing.

The planning, land, public security and taxation departments are responsible for providing information such as housing property registration, household registration and tax payment within 10 working days according to the verification application put forward by the housing security or human resources department. Seventh talent residential housing adopts two ways: physical distribution and monetary subsidies.

Outstanding talents and leading talents should work full-time in the employing units in this Municipality and apply for housing through the employing units. The employer is responsible for checking the qualifications and application materials of the applicant, and is responsible for its authenticity and legality. Article 9 Applicants who meet the requirements of applying for rental subsidies, housing subsidies and public rental housing at the same time shall not enjoy them at the same time.

The applicant voluntarily rents or buys a house whose area is lower than the standard corresponding to its talent level, and the part below the standard will not be compensated; Voluntary lease is higher than the standard housing area corresponding to its talent level. If the rent exceeds the standard, the rent shall be paid according to the market-guided rent of ordinary commodity housing in the same region in the same period (hereinafter referred to as market-guided rent).

Talent housing policy shall not be enjoyed at the same time with other housing security policies.

Staff of government agencies and institutions may not apply for rental subsidies.

All kinds of talents have enjoyed the monetary subsidy for talent housing in Guangdong Province, and the monetary subsidy for talent housing in Guangdong Province should be deducted when enjoying the talent housing policy of this Municipality. Tenth housing security departments and human resources departments shall publicize the qualifications of qualified applicants for 5 working days on their government websites. Only when there is no objection or the objection is unfounded can the relevant talent housing policy be implemented. Chapter II Residence of Outstanding Talents Article 11 Outstanding talents who do not enjoy the preferential policies for purchasing houses in this Municipality may jointly apply to the municipal housing security department through the employing unit for rent-free rental of housing with a construction area of about 200 square meters. Twelfth outstanding talents should sign a lease contract to rent-free housing, and the rent-free period should not exceed 10 years. After the expiration of the rent-free period, the rent can be renewed for 3 years, but the rent should be paid according to the rent standard of public rental housing.

The lessee shall not sublease the house. During the lease period, the expenses of property management, water and electricity shall be borne by the lessee. If the lessee fails to pay on time, the employer shall pay in advance.

If the lessee resigns, the original employer shall notify the municipal housing security department in writing within 15 days from the date of resignation. If the lessee fails to return the house after leaving the company, he shall pay the rent according to the standard of public rental housing from the date of leaving the company to the date of being hired by the new employer in this city. /kloc-If it is not employed by the new employer in this city after 0/year, the rent shall be paid according to the market-guided rent. Thirteenth outstanding talents who have worked full-time in this city for 10 years after signing the rent-free housing lease contract, have made outstanding contributions and obtained the household registration in this city, and can apply to the municipal housing security department for donating the rented housing through their units.

Audited in line with the conditions of the gift, the municipal housing security department shall submit the joint meeting of the city's talent housing work for approval. After examination and approval, the municipal housing security department will sign a housing gift contract with outstanding talents.
