Legal analysis: 1. If the owner refuses to pay the property fee, the property management company may take the following measures:

(1) Timely delivery by telephone or written reminder.

(2) If the owner refuses to pay the property fee without justifiable reasons after a written reminder, the property management company may require the owner to pay the property fee by bringing a lawsuit to the court or applying for arbitration.

2. The realty service contract is the expression of the true meaning of both parties, which does not violate the mandatory provisions of the law and is legally binding on the parties. The parties shall perform their obligations and exercise their rights in accordance with the contract.

Legal basis: Article 944 of General Principles of Civil Law of People's Republic of China (PRC), the owner shall pay the property fee to the property service provider as agreed.
