In order to implement the spirit of the 15th National Congress of the Communist Party of China, further deepen the reform of urban housing system and speed up housing construction, relevant issues are hereby notified as follows:
I. Guiding ideology, objectives and basic principles
(1) The guiding ideology for deepening the reform of urban housing system is: steadily promote the commercialization and socialization of housing, and gradually establish a new urban housing system that adapts to the socialist market economic system and China's national conditions; Accelerate housing construction, make the housing industry a new economic growth point, and constantly meet the growing housing needs of urban residents.
(2) The goal of deepening the reform of urban housing system is: to stop the physical distribution of housing and gradually implement the monetization of housing distribution; Establish and improve a multi-level urban housing supply system based on affordable housing; Develop housing finance, cultivate and standardize the housing trading market.
(3) The basic principles for deepening the reform of urban housing system are as follows: under the guidance of national unified policy objectives, local governments should make decisions separately, adjust measures to local conditions and do what they can; Adhere to the reasonable burden of the state, units and individuals; Adhere to the "new house system, old house law", smooth transition, comprehensive support.
Two, stop the physical distribution of housing, and gradually implement the monetization of housing distribution.
(4) 1998 In the second half of the year, the physical distribution of housing was stopped, and the monetization of housing distribution was gradually implemented. The specific time and steps shall be determined by the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government according to local conditions. After the physical distribution of housing is stopped, the newly built affordable housing will not be rented or sold in principle. The main sources of funds for employees to buy houses are: employees' wages, housing accumulation fund, individual housing loans, and housing subsidies converted from some local finances and original housing construction funds of units.

(6) After the physical distribution of housing is stopped, the ratio of house price to income (that is, the ratio of the average price of a local affordable housing with a construction area of 60 square meters to the average annual salary of a dual-income family) is more than 4 times, and the original housing construction funds of the finance and the unit can be converted into housing subsidies. In areas where there is no room and the housing area does not meet the prescribed standards, housing subsidies can be implemented for employees. Specific measures for housing subsidies shall be formulated by the municipal (county) people's government according to local actual conditions and implemented after being submitted to the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for approval.
Three, establish and improve the housing supply system based on affordable housing.
(seven) the implementation of different housing supply policies for different income families. The lowest income families rent low-cost housing provided by the government or units; Low-and middle-income families buy affordable housing; Other high-income families buy and rent houses with market-priced goods. The specific measures for housing supply policy shall be formulated by the municipal (county) people's government.
(eight) adjust the housing investment structure, focus on the development of affordable housing (housing projects), and speed up the solution to the housing problem of urban residents with housing difficulties. The sales price of newly-built affordable housing shall be guided by the government and determined according to the principle of guaranteed profit. Among them, the cost of affordable housing includes seven factors, such as compensation for land acquisition and demolition, survey and design and preliminary works, Jian 'an project, infrastructure construction of residential quarters (including non-operating supporting public construction fees), management fees, loan interest and taxes, and the profit is controlled below 3%. Effective measures should be taken to cancel all kinds of unreasonable charges, especially to reduce the compensation for land acquisition and demolition, effectively reduce the construction cost of affordable housing, make the price of affordable housing adapt to the affordability of low-and middle-income families, and promote residents to buy housing.
(nine) low-cost housing can be adjusted from the retired old public houses, and can also be built by the government or units. Low-rent housing rents are subject to government pricing. Specific standards shall be formulated by the municipal (county) people's government.
(ten) the purchase of affordable housing and low-cost housing to implement the application and approval system. The specific measures shall be formulated by the municipal (county) people's government.
Four, continue to promote the reform of existing public housing, cultivate and standardize the housing market.
(eleven) in accordance with the "decision of the State Council on deepening the reform of urban housing system" (Guo Fa [1994] No.43, hereinafter referred to as the "decision"), continue to promote the rent reform. Rent reform should consider the affordability of employees and combine it with raising employees' wages. After the rent is raised, all localities can formulate relief policies for retired workers with real family difficulties, social relief targets determined by civil affairs departments and unemployed entitled groups.
(twelve) in accordance with the provisions of the "decision", to further improve the existing public housing sales methods, standardize the sale price. 1998 from the second half of the year, the existing public housing will be sold at the cost price in principle and linked to the price of affordable housing. Adequate low-cost public housing should be reserved for the lowest-income families. Houses that cannot be divided and closed on campus cannot be sold, nor can turnover houses such as teachers' apartments be sold. Specific measures shall be implemented in accordance with the relevant provisions of the Ministry of Education and the Ministry of Construction.
(13) to seriously investigate the housing situation of urban workers' families, check and correct the irregularities in the process of housing system reform, establish personal housing files, formulate measures, and, on the basis of pilot projects, with the approval of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government, steadily open the market for purchased public housing and affordable housing. The access system shall be implemented for the listed transactions of purchased public housing and affordable housing, and the specific measures shall be formulated by the Ministry of Construction jointly with relevant departments.
Five, adopt supporting policies to accelerate the construction of affordable housing.
(fourteen) the construction of affordable housing shall conform to the overall land use planning and the overall urban planning, and adhere to the principle of rational land use and land conservation. The construction land for affordable housing should be arranged in the annual plan for construction land and supplied by administrative allocation.
(fifteen) all localities can proceed from local conditions and formulate policies to support the construction of affordable housing. It is necessary to control the design and construction standards of affordable housing, vigorously reduce the cost of land acquisition and demolition, rationalize the sources of supporting funds for urban construction, and control the profits of development and construction. Stop charging fees for the construction of commercial outlets, and no longer allocate operating public facilities for free.
(sixteen) the development and construction of affordable housing should implement the bidding system, and determine the development and construction unit through competition. It is necessary to strictly limit the unreasonable subcontracting of engineering links and strengthen the cost management and monitoring of development and construction enterprises.
(seventeen) in line with the overall urban planning and adhere to the premise of saving land, we can continue to develop fund-raising housing and cooperative housing, and accelerate the construction of affordable housing through multiple channels.
(eighteen) to improve the system of completion and acceptance of residential quarters, implement the housing quality guarantee system, the quality compensation system for housing and equipment and parts and the quality insurance system, and improve the quality of residential projects.
(nineteen) the construction of affordable housing should pay attention to energy saving and saving raw materials. Accelerate the modernization of housing industry, vigorously promote new materials and housing accessories with good performance and reasonable price, and gradually establish standardized, intensive and serialized production and supply methods of housing accessories.

(twenty-three) adjust the direction of housing provident fund loans, mainly for individual employees to buy, build and repair self-occupied housing loans.
(twenty-four) the development of housing provident fund loans and commercial bank loans combined housing loan business. Housing provident fund management institutions and commercial banks should simplify procedures and improve service efficiency.
Seven, strengthen the management of housing property rights
(twenty-five) to speed up the reform of the current housing maintenance management system, and establish a socialized, professional and market-oriented property management system combining owner autonomy with professional management of property management enterprises.
(twenty-six) to strengthen the management of after-sale housing maintenance, establish special maintenance funds for housing parts, equipment and community public facilities, and improve the supervision system for the management and use of special maintenance funds by owners.
(twenty-seven) property management companies should strengthen internal management, and strive to improve the quality of service, to provide users with services that match the quality and price, and not only charge no service or charge more and less services, and effectively reduce the burden on households. Property management should introduce competition mechanism to promote the improvement of management level. The relevant competent departments shall strengthen the supervision of property management enterprises.
Eight, strengthen leadership and make overall arrangements to ensure the smooth implementation of the reform.
(twenty-eight) the local people's governments at all levels should strengthen the leadership of the reform of urban housing system. According to the spirit of this circular, all localities may formulate specific implementation plans in light of local conditions and submit them to the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for approval before implementation. The Ministry of Construction shall, jointly with relevant departments, formulate supporting policies in accordance with the requirements of this circular and strengthen the guidance and supervision of local work.
(twenty-nine) to strengthen the guidance of public opinion, do a good job in propaganda, change the housing concept of urban residents, and ensure the smooth implementation of the reform of urban housing system.
(thirty) strict discipline, strengthen supervision and inspection. In violation of the "Decision" and the spirit of this circular, we will continue to implement the free distribution of housing in kind, sell public housing at low prices, increase housing subsidies in disguise, sell public housing at cost or below, buy public housing, and make huge profits by renting public houses privately. Supervision departments at all levels should be severely punished and dealt with strictly. The State Council instructed the Ministry of Housing and Urban-Rural Development to supervise and inspect the implementation of this notice jointly with the Ministry of Supervision and other relevant departments.
This notice shall come into force as of the date of promulgation. If the original relevant policies and regulations are inconsistent with this notice, this notice shall prevail.
