Chapter I General Provisions Article 1 In order to strengthen and standardize the classified management of domestic waste, improve the level of reduction, recycling and harmless treatment of domestic waste, improve the living environment and promote the construction of an ecological and civilized city, these measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations on the Administration of Urban Appearance and Environmental Sanitation and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Measures shall apply to the classified delivery, collection, transportation, disposal, recovery, supervision and management of domestic garbage and related activities within the administrative area of this Municipality.

The term "domestic waste" as mentioned in these Measures refers to the solid waste generated by units and individuals in their daily life or activities providing services for their daily life, as well as the solid waste regarded as domestic waste according to laws and regulations.

Where there are other provisions in laws, regulations and rules on the management of hazardous waste, kitchen waste and recyclable materials in domestic waste, those provisions shall prevail. Article 3 The classified management of domestic waste follows the principles of government promotion, overall planning, coordinated promotion, nationwide action, local conditions and gradual progress. Article 4 The municipal, district (city, county) people's governments shall co-ordinate the classified management of domestic waste in their respective jurisdictions, incorporate the classified management of domestic waste into the national economic and social development plan, and include the funds required for the classified management of domestic waste in the fiscal budget at the corresponding level. Fifth city appearance and environmental sanitation department is responsible for the guidance, promotion, supervision and management of domestic waste classification management.

The competent department of natural resources and planning is responsible for the planning and management of the construction of facilities for classified collection and disposal of domestic garbage.

The competent department of commerce is responsible for the supervision and management of the recovery and comprehensive utilization of recyclable materials.

The competent department of ecological environment is responsible for the supervision and management of environmental pollution prevention and control in the process of collection, transportation and disposal of hazardous wastes.

The competent department of housing and urban-rural construction is responsible for urging the property service enterprises to carry out the classification of domestic waste, and will incorporate this work into the assessment content of property service demonstration projects and property service demonstration enterprises.

The competent education department is responsible for incorporating the relevant knowledge of domestic waste classification into the environmental education content of primary and secondary schools and kindergartens, guiding and urging primary and secondary schools and kindergartens to popularize the knowledge of domestic waste classification among students, and cultivating the habit of domestic waste classification among students.

The competent department of culture and tourism is responsible for coordinating and urging the news media units to do a good job in the propaganda work of domestic waste classification management.

Development and reform, transportation, public security, health, finance, agriculture and rural areas, market supervision, industry and information technology, open government affairs, community service management institutions, township (town) people's governments and other departments shall, in accordance with their respective responsibilities and the provisions of these measures, do a good job in the related work of classified management of domestic waste.

Neighborhood (village) committees cooperate with the publicity and guidance of domestic waste classification, and assist in organizing local residents to participate in domestic waste classification activities. Article 6 People's governments at all levels, city appearance and environmental sanitation departments and other relevant departments shall make use of newspapers, radio, television, Weibo, WeChat and other media to carry out publicity and popularization activities on domestic waste classification knowledge, and establish a publicity and education base for domestic waste classification management.

Newspapers, radio, television, official Weibo, WeChat and other media in this city should carry out public welfare publicity to popularize the knowledge of domestic waste classification. Seventh to encourage environmental health, recycling of renewable resources, catering, tourism, property services and other industry associations to carry out domestic waste reduction, classification training and evaluation, guide and urge its member units to participate in domestic waste classification activities.

Encourage units and individuals to participate in the public service of domestic waste classification through donations, donations, voluntary labor and voluntary service. Chapter II Planning and Construction Article 8 The municipal competent department of city appearance and environmental sanitation shall, jointly with relevant departments, formulate a special plan for the construction and classified management of domestic waste in the whole city and an implementation plan for the classified management of domestic waste, and organize the implementation after the approval of the Municipal People's Government.

The construction and management of facilities for classified collection, transportation and disposal of domestic waste shall conform to the special plan, and strictly implement relevant laws, regulations and relevant technical standards. Article 9 Public places such as stations, airports, docks, theaters, museums, gymnasiums (fields), parks, tourist attractions (spots), shopping malls, hotels, restaurants, large supermarkets, bazaars, wholesale markets for agricultural products, shops, commercial office buildings and new (rebuilt or expanded) construction projects shall be equipped with domestic garbage collection facilities in accordance with regulations and standards.

Newly-built wholesale markets and bazaars for agricultural products shall be equipped with local processing facilities for vegetables and fruits.

The places, construction projects and markets specified in the first and second paragraphs of this article have been built, but they are not equipped with domestic garbage collection and treatment facilities or on-site disposal facilities, which should be built up.

After the completion of the domestic garbage collection and disposal facilities project, the construction unit shall organize the completion acceptance according to law and file with the local county-level housing and urban-rural construction departments. The competent department of housing and urban construction shall notify the competent department of city appearance and environmental sanitation at the same level of the record.

Domestic waste collection and disposal facilities shall not be delivered without acceptance or unqualified acceptance.
