Elevator maintenance fees shall be paid by the owner or property in the following ways:

Article 37 of the Regulations on Property Management in Fujian Province shall include the following main contents: (1) The use, management and maintenance of the parts and facilities used by the property and the daily safety management of parking spaces (garages), elevators, power distribution rooms, generator rooms and fire-fighting facilities.

"Measures for the Administration of Property Service Charges" Article 11 If the contract system of property service charges is implemented, the composition of property service charges includes property service costs, statutory taxes and fees and profits of property management enterprises. The implementation of the property service fee reward system, the property service funds received in advance include property service expenditure and property management enterprise remuneration.

The cost of overhaul, medium repair, renewal and transformation of the parts and facilities used by the property shall be paid by special maintenance funds and shall not be included in the expenditure or cost of property services.

According to Fujian Property Management Regulations, the daily safety management of elevators is included in property services, so the daily maintenance of elevators should be carried out by property management companies.

Therefore, the cost of daily maintenance of elevators should be borne by the property company. It is worth mentioning that although the Measures for the Administration of Property Service Charges defines major, medium and minor repairs, there is no clear standard. At present, the practice mainly refers to the maintenance standards of office buildings of central state organs.

Chapter 9 of Maintenance Standard for Office Buildings of Central State Organs stipulates the inspection, evaluation and maintenance of elevator system, among which Article 9.3. 1 specifies the definitions of daily maintenance (i.e. minor repairs) and major repairs of elevators in detail. Generally speaking, daily maintenance mainly refers to the daily cleaning, cleaning and replacement of unsafe parts of elevators.

Major and medium-sized repairs mainly refer to the repair, transformation, replacement, renewal or reconstruction of elevator safety components or important components and even the whole system, as well as the repair and replacement of ancillary facilities such as equipment or systems.

However, the Maintenance Standard for Office Buildings of Central State Organs does not clearly specify which parts in the elevator belong to unsafe parts and which belong to safe parts and important parts. Therefore, if disputes arise in practice, all parties need to judge the degree of elevator damage through specific damaged parts and prices.
