Article 1 In order to strengthen the classified management of domestic waste, improve the living environment in urban and rural areas, and promote the construction of ecological civilization, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Waste, the Regulations of the State Council Municipality on the Administration of Urban Appearance and Environmental Sanitation and other laws and regulations, and combined with the actual situation of Autonomous County. Article 2 These Regulations shall apply to the classified delivery, collection, transportation, disposal, supervision and management activities of domestic garbage within the administrative area of Autonomous County.

The term "domestic waste" as mentioned in these Regulations refers to the solid waste generated by units and individuals in their daily life or activities providing services for their daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations. Township people's governments and sub-district offices are responsible for the specific work of classified management of domestic waste within their respective jurisdictions.

Community residents' committees and villagers' committees shall publicize and guide the classification of domestic garbage, incorporate the classification of domestic garbage into residents' conventions and village rules and regulations, and cooperate with township people's governments and neighborhood offices to organize, guide and urge residents and villagers to carry out the reduction and classification of domestic garbage at the source. Fifth Autonomous County People's Government shall establish a working mechanism for source reduction and classification coordination of domestic waste. Article 6 Autonomous County People's Government and relevant departments of Township People's Government, sub-district offices, trade unions, women's federations, * * Youth League and other mass organizations shall do a good job in propaganda and mobilization of domestic waste reduction and classification, raise public awareness of domestic waste reduction and classification, and advocate an environmentally friendly and healthy lifestyle.

Education departments and all kinds of schools and kindergartens should incorporate the knowledge of source reduction and classification management of domestic waste into education and teaching content, and organize practical activities of domestic waste classification.

Newspapers, radio, television, internet and other news media shall publicize the classification of domestic waste for public welfare, and supervise the acts violating the management of domestic waste by public opinion.

Encourage environmental protection organizations and volunteer organizations to carry out publicity and mobilization of source reduction and classified delivery of domestic waste, and participate in voluntary service activities of domestic waste classification. Seventh autonomous counties in accordance with the principle of "who produces, who is responsible, who pays", establish a reasonable domestic garbage disposal fee system.

Specific measures shall be formulated by the Autonomous County People's government and announced to the public. Article 8 Domestic garbage in Autonomous County shall be classified according to recyclables, kitchen garbage, harmful waste and other garbage.

The classification of domestic waste in rural areas can be appropriately adjusted according to local conditions. Article 9 The competent department of city appearance and environmental sanitation of Autonomous County People's Government shall, according to the actual situation of cities or rural areas, formulate guidelines for the setting and use of domestic waste classification and collection containers, clarify the standards, labels, setting and delivery rules of domestic waste classification and collection containers, and make them public.

The categories, specifications, signs and colors of domestic waste collection containers should be unified, standardized, clear and eye-catching and easy to identify. Article 10 Units and individuals that produce domestic garbage shall put domestic garbage into different categories in accordance with the following provisions, and shall not throw it away, dump it or pile it up at will:

(1) Recyclable materials should be put into recyclable material collection containers or handed over to renewable resource recycling enterprises for recycling.

(two) the kitchen waste should be dumped and put into the kitchen waste collection container; The catering business unit shall put in the kitchen waste according to the prescribed time.

(3) Hazardous wastes should be put into hazardous waste collection containers, and hazardous wastes that are fragile or contain liquid should be put into containers after taking measures to prevent damage or leakage.

In accordance with the provisions of the preceding paragraph, it is impossible to determine the responsible person for the classified management of domestic garbage, and the responsible person shall be determined by the local township people's government and the sub-district office. Article 12 The person in charge of the management of classified delivery of domestic garbage shall perform the following duties:

(1) Set, clean and maintain domestic garbage collection containers as required.

(two) the establishment of daily management system of domestic waste classification, and accept the supervision and inspection of the competent department of city appearance and environmental sanitation of Autonomous County People's government.

(three) to carry out the classification and publicity of domestic waste, and publicize the classification guide, place and method of domestic waste in a prominent position.

(four) to guide and urge units and individuals to put domestic waste in accordance with the classification standards of domestic waste.

(five) timely persuasion, stop picking up or mixing classified domestic garbage.

(6) Domestic garbage shall be collected and transported by qualified units.
