Internal Organization of Fengxian Economic Development Zone in Jiangsu Province

In September 2006, Fengxian Economic Development Zone and Fengcheng adopted a closed management system of "special zone mode, block-oriented, self-management and self-management". The Development Zone Management Committee has six institutions, all of which are official departments. Specifically:

(1) Party and government organs. The main functions are: responsible for the registration, transmission, filing, confidentiality and file management of various documents, faxes, letters and other official documents; Responsible for the seal management of the Party Working Committee, the Administrative Committee and the office, the drafting of important messages and comprehensive materials, the release of policy information and the news reports of the whole region; Responsible for the institutional management and personnel management of the development zone; Be responsible for post-guarantee work such as duty management, vehicle management, office affairs management and canteen management; Do a good job in external liaison and reception; Responsible for the group work of trade unions, the Communist Youth League and women's federations in the Development Zone. Supervise the construction of trade union grass-roots organizations and safeguard the legitimate rights and interests of workers; Responsible for the people's armed forces and do a good job in community management; Responsible for the old cadres in the jurisdiction and care for the next generation; Responsible for the party's propaganda work, the construction of socialist spiritual civilization in the development zone, the construction of grassroots party organizations, the development of party member and education management; Responsible for the organization and coordination of the general election of local people's congresses; Do a good job in statistical management of various reports such as labor wages; Do other work assigned by the leaders of the Party Working Committee and Management Committee; Undertake the daily work of the Party Working Committee of the Development Zone.

(2) Social Affairs Bureau. The main responsibilities are: responsible for implementing the principles and policies of the party and the state on agriculture and rural work; Responsible for the planning and construction of new countryside, guide the adjustment of agricultural industrial structure, promote the process of agricultural industrialization and modernization, and implement the strategy of rejuvenating agriculture through science and technology; Responsible for guiding rural management and promoting the development of private economy in towns (villages); Responsible for flood control and drought relief projects and farmland water conservancy projects in the region; Responsible for transportation, science and technology, education, culture, broadcasting, family planning, civil affairs, health, sports, religion and local affairs. Responsible for politics and law, comprehensive management, labor and social security, livelihood security for landless farmers, letters and visits from the people, reminders and follow-up work; Do other work assigned by the Party Working Committee, Management Committee and other competent departments.

(3) Planning and Construction Bureau. The main functions are: under the guidance of the overall planning of the county, responsible for revising the overall planning of the development zone, and compiling zoning planning, regulatory detailed planning and construction detailed planning; Responsible for the planning, management, supervision, law enforcement and punishment of the Development Zone; Responsible for the qualification examination of construction project declaration, commencement and completion acceptance, construction project management organization and construction supervision; Responsible for the examination and approval of construction permits for construction projects; Responsible for housing property registration and real estate management in the development zone; Responsible for the qualification examination and approval of property and housing agencies in the development zone; Responsible for the measurement, evaluation and accounting of the demolition in the development zone, and do a good job in the demolition and resettlement; Responsible for organizing the bidding work of the development zone project construction and the audit management of the project cost; Responsible for urban construction supervision and urban management supervision within the jurisdiction; Responsible for the city appearance, greening, municipal construction and environmental sanitation management within the jurisdiction; Complete other tasks assigned by the Party Working Committee and the Management Committee.

(4) Finance Bureau. The main functions are: to be responsible for the implementation and coordination of development zone policies (including foreign-related financial policies) and to participate in the formulation of national economic and social development plans in the jurisdiction; Responsible for the preparation and implementation of the regional financial budget and final accounts, the management of district-level fiscal revenue, reasonable arrangements for fiscal expenditure; Responsible for treasury management, financial management, extra-budgetary fund management and special fund management of the Development Zone; Responsible for the management of state-owned assets, capital construction financial management, accounting management and foreign investment management in the whole region; Responsible for formulating expenditure standards and financial management measures of government agencies and institutions and organizing their implementation; Responsible for accounting and internal audit of the whole region; Complete other tasks assigned by the Party Working Committee and the Management Committee.

(5) China Merchants. The main responsibilities are: to be responsible for formulating and implementing the investment promotion policy of the development zone; Responsible for investment network system construction, project introduction and implementation, negotiation and agreement signing; To be responsible for the guidance, coordination and management of overseas investment promotion and foreign investment promotion; Complete other tasks assigned by the Party Working Committee and the Management Committee.

(6) Economic Development Bureau. The main responsibilities are: responsible for the long-term development plan and annual economic development plan of the development zone and organizing their implementation; Responsible for the formulation of medium-and long-term development plans and annual plans for the secondary and tertiary industries; Responsible for the daily management of all kinds of enterprises and the examination and approval management of projects entering the zone; Responsible for enterprise restructuring, coordinate and solve problems in enterprise production and operation, and provide supporting services for enterprises; Responsible for the establishment of foreign-invested projects, the examination and approval of feasibility study reports, the preliminary examination and approval of projects; Responsible for statistical work, key capital construction project management, special investigation of important economic indicators and economic operation analysis; Responsible for the supervision and management of production safety; Responsible for environmental protection and management, the implementation of environmental monitoring; Responsible for the coordination of power supply, postal services and telecommunications; Complete other tasks assigned by the Party Working Committee and the Management Committee.

At present, according to the needs of development zone construction, the development zone has established real estate development companies and development zone investment companies.
