Regulations of Yinchuan Municipality on the Administration of Plaque Signs

Article 1 These Regulations are formulated in accordance with relevant laws and regulations in order to strengthen the management of plaque signs and standardize the setting of plaque signs. Article 2 The term "plaque logo" as mentioned in these Regulations refers to plaques, light boxes, neon lights and logos. Units and individuals use their own or leased buildings to indicate the name, font size and logo of their own units or businesses.

The plaque logo shall only show the name, font size and logo, and shall not contain other commercial propaganda contents. With commercial propaganda content, in accordance with the relevant provisions of outdoor advertising management. Third city management department is responsible for the city's plaque management business guidance, supervision and inspection.

County (district, city) urban management department is responsible for the management of plaque signs within its jurisdiction. Article 4 The municipal urban management department shall, jointly with the municipal urban planning, construction, housing security and other departments, formulate plans for setting up plaque signs within the scope of xingqing district, jinfeng district and Xixia District, and report them to the Municipal People's Government for approval, and the urban management departments of the three districts shall be responsible for their implementation.

Yongning county, Helan county, lingwu city city management department is responsible for the development of plaque identification planning within their respective jurisdictions, which shall be implemented after being approved by the people's government at the corresponding level. Article 5 The planning for setting up plaque signs shall adapt to the cultural characteristics of the block and be in harmony with the main architectural style and the surrounding urban landscape. Article 6 The unit name plaque logo and the building name plaque logo shall be set on the wall below the cornice of the building, above the lintel of the ground floor and in the direction of the building facing the street in accordance with relevant regulations or traditional customs. Article 7 The setting of plaque marks shall meet the following requirements:

(a) the implementation of "one store, one card" in the setting of the plaque logo;

(2) The setting of the plaque logo shall conform to the planning requirements of the setting of the plaque logo, so as to achieve the overall effect of beautifying the environment and combining night lighting with night scenes;

(3) Plaque signs set by banks, postal services, telecommunications, chain stores and other institutions can be set according to their unified style without affecting the overall style of the street where they are located;

(4) The words used in the plaque logo must conform to the provisions of the Law of People's Republic of China (PRC) on Common Languages and Characters, and the writing should be standardized and clear. Article 8 Where multiple units use the same building or place to set up plaque signs, they shall meet the following requirements:

(a) there are independent entrances and exits, which are coordinated by the property management department to make plaque signs with uniform specifications and styles;

(two) there is no independent entrance, coordinated by the property management department, set up a unified plaque logo in the designated position in the building. No unit is allowed to set up a plaque logo separately on the facade of the building. Article 9 An application shall be submitted to the local urban management department for setting up the plaque logo, and the following materials shall be submitted:

(a) a written application, business license, plaque logo and building (structure) elevation and color renderings.

(2) The certificate of ownership and use right of the building (structure) with the plaque logo, or the use agreement signed with the relevant ownership and use right unit, etc.

The urban management department shall give a reply within five working days after receiving the materials specified in the preceding paragraph submitted by the plaque identification unit. Tenth plaque logo setting units shall be set in accordance with the approved location, orientation, form, specifications, materials and contents, and shall not be changed without authorization. If it is really necessary to change, it shall go through the formalities of change in accordance with the original application procedures. Eleventh plaque logo setting units should strengthen the daily maintenance and management of plaque logo. If it is found that the plaque logo is structurally damaged, the picture is stained, the font is incomplete, and the lighting display is incomplete, it shall be cleaned, repaired or replaced in time. Twelfth plaque logo setting unit shall conduct daily safety inspection of plaque logo, found that there are security risks should be eliminated in a timely manner.

Due to poor maintenance and management of the setting unit, resulting in personal and property damage to others caused by the plaque logo, the setting unit shall bear legal responsibility according to law. Thirteenth units set plaque logo in any of the following circumstances, the urban management department shall order it to make corrections within a time limit. Refuses to correct within the time limit, forced removal, and impose a fine of more than 50 yuan and less than 500 yuan:

(a) not according to the approved location, orientation, form, specifications, content set plaque logo;

(two) plaque logo structure is damaged, the picture is stained, the font is incomplete, and the lighting display is incomplete, which affects the appearance of the city and has not been cleaned, repaired or replaced;

(three) found that the existence of security risks has not been eliminated in time. Article 14 If the urban management department of a county (district, city) violates the plaque logo to set the planning approval plaque logo, the municipal urban management department shall order it to make corrections, and suggest that the people's government of the county (district, city) shall hold the relevant personnel accountable.
