Article 1 In order to establish a new fashion of civilized sacrifice, encourage and advocate civilized green sacrifice, and promote the construction of socialist spiritual civilization and ecological civilization, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations on the Administration of Funeral and interment, and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the production, sale and use of sacrificial articles within the administrative area of this Municipality. Article 3 Adhere to the principles of education guidance, combination of unblocking and blocking, and source control. Advocate the use of pollution-free and eco-friendly flowers, tree planting, internet, memorial service, collective sacrifice and sweeping instead of sacrifice, which meet the requirements of socialist core values. Fourth city, county (city, district) and township (town) people's governments should do a good job in the management of sacrifices; It is necessary to establish a deliberation and coordination mechanism to coordinate major issues in the management of civilized sacrifices.

Neighborhood offices and neighborhood committees shall assist in the management of civilized sacrifices.

Encourage property service enterprises to assist in the management of civilized sacrifices. Article 5 The civil affairs departments of the people's governments of cities, counties (cities, districts) and townships (towns) are the departments in charge of sacrifice management, responsible for the management of civilized sacrifices in their respective areas, and supervising and guiding funeral service institutions to provide services for civilized sacrifice activities.

Market supervision and management, urban management comprehensive law enforcement, public security, emergency management (fire rescue), forestry and grassland departments should do a good job in civilized sacrifice according to their respective responsibilities. Article 6 The people's governments of cities, counties (cities, districts) and townships (towns) shall strengthen the publicity and education of civilized sacrifices.

The news media should publicize civilized sacrifices and supervise uncivilized sacrifices by public opinion.

Encourage grassroots mass autonomous organizations and social organizations to carry out civilized sacrifice publicity activities. Article 7 Public officials should take the lead in resisting uncivilized sacrifices and make sacrifices in a civilized, thrifty, low-carbon and environmentally friendly way. Eighth funeral service institutions can provide residents with prayer walls, memorial rooms and other civilized places of worship.

Encourage neighborhood (village) committees to organize collective sacrifice activities on traditional festivals such as Tomb-Sweeping Day, Mid-Autumn Festival and Spring Festival, so as to provide convenience for civilized sacrifice. Article 9 The production and sale of feudal superstitious sacrificial articles are prohibited within the administrative area of this Municipality. Tenth in the no-burning area, it is not allowed to burn or scatter all kinds of sacrificial articles.

The area where burning and scattering are prohibited shall be reasonably designated by the Municipal People's Government according to the actual situation and announced to the public; Adjust according to social development. Eleventh any organization or individual has the right to make complaints and reports to the civil affairs and relevant departments about the production and sale of feudal superstitious sacrificial supplies and the burning and scattering of sacrificial supplies in violation of these regulations. Civil affairs and relevant departments shall, after receiving complaints and reports, deal with them in a timely manner and inform the complainant or informant of the results. Twelfth production and sale of feudal superstitious sacrificial articles, shall be confiscated by the market supervision and management department in conjunction with the civil affairs department, and may be fined 0+3 times the production and sales amount.

In the streets, intersections, squares, parks, residential areas and other non-operating public places and business places such as morning (night) cities and open-air markets, the comprehensive law enforcement department of urban management will be punished according to the provisions of the Regulations on the Administration of Urban Appearance and Environmental Sanitation in Heilongjiang Province. Thirteenth in the area where burning is prohibited, throwing sacrificial supplies, the comprehensive law enforcement department of urban management shall order it to stop the illegal act, confiscate the sacrificial supplies, and impose a fine of more than 50 yuan and less than 200 yuan. Fourteenth in places with fire and explosion hazards, the emergency management (fire rescue) institutions shall be ordered to stop the illegal behavior, and be given a warning or a fine of not more than 500 yuan. If the circumstances are serious, it shall be handed over to the public security organ for handling according to law.

During the forest fire prevention period, those who burn sacrificial supplies in the forest fire prevention area shall be ordered by the forestry and grassland departments to stop the illegal act, give a warning and impose a fine of more than 3,000 yuan in 200 yuan. If the circumstances are serious, it shall be handed over to the public security organ for handling according to law.

Those who burn sacrificial supplies on the grassland shall be ordered by the forestry and grassland departments to stop the illegal acts and impose a fine of more than 2,000 yuan and less than 5,000 yuan on the responsible persons. If the circumstances are serious, it shall be handed over to the public security organ for handling according to law. Article 15 If any staff member of the supervision and management department does not act, abuses his power or engages in malpractices for personal gain in the management of civilized sacrifices, which does not constitute a crime, the unit to which he belongs or the relevant department shall give corresponding punishment according to law. Sixteenth public officials who use feudal superstitious sacrificial articles to cause adverse social impact shall be punished by their units or relevant departments according to law. Seventeenth ethnic minorities and religious people's sacrificial activities, according to the relevant provisions of the state. Article 18 Sacrifice as mentioned in these Regulations refers to the activities of mourning, mourning and remembering the dead.

Feudal superstitious sacrificial articles refer to ghost paper, ghost money, paper money, tin paper and paper-made gold and silver ingots, paper men, paper cows, paper horses, houses, vehicles, daily necessities, certificates and other imitations.
