The relevant administrative departments of cities and counties (cities, districts) shall, in accordance with their respective responsibilities, assist in the supervision and management of property management within their respective administrative areas.
Sub-district offices and township (town) people's governments are responsible for coordinating the relationship between property management and community construction, guiding the establishment of the owners' congress and the election of the owners' committee, and assisting the property authorities in guiding and supervising property management. Article 4 The residents' committee shall guide and urge the owners' committee and the realty service enterprise to perform their duties, and assist the subdistrict office and the township (town) people's government to carry out the realty management-related work.
Encourage residents' committees, owners' committees and property service enterprises to establish a deliberation and coordination mechanism to coordinate and solve problems in property management activities.
Encourage party member, members of residents' committees and owners to serve as members of owners' committees through legal procedures.
Support owners' committees and property service enterprises to set up party organizations and carry out party activities in accordance with the provisions of the articles of association of China, and ensure that property management activities are carried out in an orderly manner according to law. Article 5 The property service industry association shall formulate the industry self-discipline management system, establish the integrity files of the property service enterprises and their employees, carry out the training of the employees of the property service enterprises, release the information of the property service market, promote the healthy development of the industry, and assist the relevant government departments, sub-district offices, township (town) people's governments and community organizations to mediate and handle property management disputes. Article 6 The municipal property administrative department shall, jointly with the relevant municipal departments, formulate the rules of procedure of the owners' congress, management regulations, methods for selecting candidates for the owners' committee, methods for electing the owners' committee, working rules of the owners' committee, property service contract, property warranty agreement, property acceptance confirmation agreement and decoration commitment letter. , for the reference of all property management parties. For a construction project developed by stages, if the first development area meets the conditions for the establishment of the owners' meeting, the subdistrict office and the township (town) people's government shall guide the owners to set up the preparatory group for the owners' meeting to prepare for the first meeting of the owners' meeting, and elect the owners' committee to be responsible for the property management of the developed area. When the houses in the later development areas are sold and delivered for use, the neighborhood offices and township (town) people's governments shall guide the owners to conduct by-elections or re-elect the owners' committees.
The preparatory funds for the first owners' meeting shall be borne by the construction unit, and the specific measures shall be formulated by the municipal property administrative department in conjunction with the municipal construction administrative department.
