Twenty-third public institutions should set up energy management posts and implement the post responsibility system for energy management. The operating posts of key energy-using systems and equipment shall be equipped with professional and technical personnel.

Twenty-fourth public institutions can adopt the contract energy management mode and entrust energy-saving service institutions to carry out energy-saving diagnosis, design, financing, transformation and operation management.

Twenty-fifth public institutions should consider their energy-saving management ability when choosing property service enterprises. When a public institution signs a realty service contract with a realty service enterprise, it shall specify the objectives and requirements of energy-saving management.

The realty service enterprise shall take energy-saving management measures in accordance with the stipulations of the realty service contract. Public institutions should incorporate the completion of energy-saving targets into the assessment of the service quality of property service enterprises.

Twenty-sixth public institutions to implement energy-saving transformation, should carry out energy audit and investment income analysis, clear energy-saving indicators, and energy-saving indicators after the transformation of assessment and comprehensive evaluation.

Twenty-seventh public institutions should take the following measures to strengthen the management of energy use:

(a) according to the need to implement regional time-sharing power supply;

(four) actively promote the socialization of official car services, and encourage staff to use public transport and non-motor vehicles to travel.
