Collecting water and electricity fees shall not charge the owner a handling fee.

Within the property management area, water supply, power supply, gas supply, communication, cable TV and other units shall charge relevant fees to the end users. If the property management enterprise accepts the entrustment to collect the above fees, it may charge the entrusting unit a handling fee, and may not charge the owners any additional fees such as handling fees. The cost of public water and electricity in residential areas shall be shared by the owners (users), and the sharing methods shall be stipulated separately.

Property management fees shall be charged according to the assessed level of property charges.

The owners' committee shall, jointly with the property management enterprises, formulate and publish the contents and standards of property services according to the provincial price and construction departments, evaluate the property charging level of residential areas in combination with the actual situation of the property management area, and agree on specific charging standards according to the corresponding grade benchmark price and its floating range.

Property service charges for ordinary residential areas without owners' committees shall not exceed the benchmark price standard of government-guided prices. The charging standard of property services which belongs to the market-regulated price shall be agreed by the owners and the property management enterprises in the property service contract. For special reasons, if it is necessary to break through the property charging grade standards upwards or downwards, the property management enterprise and the owners' committee shall reach an agreement through consultation and report to the competent price department for approval, and the charging standards may be formulated separately.

Article 942 of the Civil Code of People's Republic of China (PRC) * * * Property service providers shall, in accordance with the agreement and the nature of the use of the property, properly repair, maintain, clean, afforest and manage some owners in the property service area, maintain the basic order of the property service area, and take reasonable measures to protect the personal and property safety of the owners.

Property service providers shall take timely and reasonable measures to stop acts that violate laws and regulations such as public security, environmental protection and fire protection in the property service area, report to the relevant administrative departments and assist in handling them.
