Don't pay the property fee if you don't accept the house. The property fee is collected when the owner takes the house and gets the key. According to Article 16 of the Measures for the Administration of Property Service Charges, if the completed but unsold property is not delivered to the property buyer on time due to the reasons of the development and construction unit, the property service fee or property service fund shall be paid in full by the development and construction unit.

In other words, the developer will deliver the qualified housing to the owner, and the owner will sign the contract after handling the relevant formalities and get the key to the new house as the owner's occupancy time. The owner has passed the house inspection, and a property company provides property services, and the owner needs to pay property fees.

It should be noted that the collection of property fees shall be subject to the owner's receipt of the notice of repossession. It should not be counted from the delivery date stated in the purchase contract. If the developer fails to notify the owner in writing in time to close the house, causing the owner to delay the closing of the house, there is no need to pay the property fee. If the owner finds that there is a problem with the quality of the house during the house inspection, the property fee will also be borne by the developer during the rectification process, and the owner does not need to pay.
