Chongqing Landscaping Service Center Chongqing Landscaping Service Center, formerly known as Chongqing Huamu Company, was established in June of 1960+00. It is a department-level institution directly under the Chongqing Municipal Bureau of Landscape Architecture. With the continuous development of the landscape industry, it was renamed as Chongqing Landscaping Service Center in May 2007, providing a broader service platform for urban development and construction.

The main responsibility is to collect and publish the market information of urban landscaping industry; Accepting the examination and declaration of the qualification of landscaping design and construction enterprises; To undertake the specific business work of bidding for landscaping construction projects; Responsible for landscaping construction supervision, quality supervision and quota management; Guide the standardization construction of garden nursery, and be responsible for the introduction, domestication, identification, research and development, promotion and price evaluation of garden greening plant materials; Carry out landscaping achievements display, flower exhibition, large-scale venues, street greening layout, landscape engineering construction and maintenance and landscaping work business guidance. Chongqing Urban Landscaping Planning Article 9 The urban landscaping planning of this Municipality shall be compiled by the municipal urban landscaping department in conjunction with the municipal planning administrative department according to the overall urban planning of Chongqing, and shall be organized and implemented after being reported to the Municipal People's Government for approval.

Article 10 The Municipal People's Government shall delimit urban green space protection areas and urban landscaping construction forbidden areas within the urban area, and report to the Standing Committee of the Municipal People's Congress for the record and publication.

Other districts and counties (autonomous counties) people's government designated urban green space protection and construction prohibited areas, reported to the Standing Committee of the people's Congress at the same level for the record, and announced.

Eleventh public green space, production green space and urban road greening planning shall be compiled and approved in accordance with the following provisions:

(two) urban management, organized by the district urban landscaping department, reviewed by the district people's government and the municipal urban landscaping department, and approved by the municipal planning administrative department;

(three) other counties (autonomous counties) management, organized by the county (autonomous county) department in charge of urban landscaping, reported to the county (autonomous county) people's government for approval, sent to the city department in charge of urban landscaping for the record.

Twelfth approved urban landscaping planning, must be strictly implemented, it is really necessary to change, according to the planning procedures, reported to the original approval authority for approval.

(six) rivers, streams, green spaces and railways and highways should be afforested according to the planning and technical specifications.

Urban greening professional nursery area is not less than 2% of the urban built-up area.

Chongqing City Landscaping Construction Article 14 Urban Landscaping Construction shall implement the division of labor responsibility system:

(a) public green space, production green space, urban road greening, green space on both sides of roads and railways, and ports and docks are in charge of the competent departments;

(two) the unit is responsible for the attached green space;

(three) the green space of residential areas with overlapping housing property rights shall be the responsibility of the neighborhood offices or the town people's government;

(four) the transformation of the old city and the development of the new district are in charge of the transformation or development unit;

(five) the green areas, streams and beaches on both sides of rivers shall be managed by the people's governments of the districts and counties (autonomous counties) where they are located.

Fifteenth kinds of construction projects of urban landscaping projects shall meet the following requirements:

(a) the construction unit shall specify the scope of green space in the general plan of the planning scheme according to the specified indicators, and submit the greening project design scheme and description to the competent department of urban landscaping during the preliminary design, and the competent department of urban landscaping shall issue the review opinions on the greening project design. The competent administrative department of construction planning shall not issue a construction project planning permit or a construction project construction permit if it does not hold the review opinions on the greening project design scheme;

(two) the investment in urban landscaping should be included in the total investment of construction projects according to the proportion of 0.5% to 2% of the construction and installation project cost;

(three) the greening project design scheme of the construction project with a planned land area of more than 8,000 square meters in the urban area shall be reviewed by the competent department of urban landscaping in the district, reported to the competent department of urban landscaping in the city for examination and approval, and supervised and implemented;

(four) the urban landscaping project shall be accepted by the competent department of urban landscaping before the construction project is delivered for use. If it cannot be planted due to seasonal influence, it shall be completed within one year after confirmation;

(5) If it is not completed within the specified time or the quality and quantity of green space construction can not meet the acceptance requirements, the competent department of urban landscaping shall order it to be completed or rectified within a time limit. If it is not completed or rectified within the time limit, the competent department of urban landscaping shall designate a greening professional unit to do greening on its behalf, and the expenses shall be charged to the responsible unit in accordance with the Code for Urban Landscaping Construction in Chongqing.

Sixteenth parks, gardens, green squares and urban road greening and other landscaping construction projects, within the scope of this Municipality, shall be reviewed by the district urban landscaping department and reported to the municipal urban landscaping department for approval; Other counties (autonomous counties) shall be examined and approved by the competent department of urban landscaping in the county (autonomous county) where they are located, and sent to the competent department of urban landscaping for the record.

Seventeenth city landscaping construction must be based on plant landscaping. The area of plant planting land shall not be less than 80% of the total area of green space, and the area of garden construction shall not exceed 3% of the total area.

Eighteenth urban landscaping construction should keep a safe distance from the above-ground and underground urban facilities and pipelines, and the planning administrative department should take into account the principle of pipeline safety and tree growth and make unified arrangements.

Article 19 The design and construction of urban landscaping projects shall be undertaken by design or construction units with corresponding qualification certificates.

The qualification management of urban landscaping engineering design and construction units shall be the responsibility of the municipal competent department of urban landscaping.
