I. General situation
In April, towns and villages concentrated on rectifying outstanding problems such as dead corners of garbage in villages, and gradually equipped with garbage collection vehicles and garbage collection barrels. The overall environmental sanitation level has improved obviously compared with last month, but at the same time, there are still problems in various towns and villages to varying degrees. The main problems are summarized as follows:
1, the dead corner of garbage is not completely cleaned. Garbage belts have been formed on the roadside of Dongshahe Village and on the west side of Xinrui Electronics Company. 2. The cleaning staff's on-the-job rate is low, and the general scanning rate is not high. In this inspection, except Baoshan, the on-the-job rate of cleaning staff in other towns and villages was generally low, and the garbage was not removed according to the regulations after the sweeping, especially the village-level cleaning staff team was still not perfect, resulting in more garbage scattered in the village. In addition, the setting of garbage bins is unreasonable. There are no garbage bins in Handong Village and Xiuchuan Canal Village in Tang Wang. Asked the villagers, there are no cleaners in the village.
3. There are loopholes in the management mechanism of some towns. Some streets and towns managed by the market-oriented system have not achieved full coverage, and the scope of cleaning and the main body of responsibility are not clear, leading to mutual buck passing and forming new garbage dead ends.
Second, the job requirements
In view of the problems existing in this inspection, all towns and villages should, in light of their own reality, make overall arrangements for their local work, implement the requirements put forward by the work conference on the integration of urban and rural sanitation in the whole region, check and fill gaps, and focus on the following aspects:
1, speed up cleaning up dead corners of garbage. In view of the dead ends of garbage in the above-mentioned key areas, all towns and villages should quickly organize personnel to thoroughly investigate and clean up, and immediately take measures to clean up the areas where large-scale garbage dumps have been formed within a time limit. At the same time, after cleaning, the trash can should be placed in an appropriate position to guide the villagers to form a good habit of dumping garbage. For the position that is easy to form a dead corner of garbage, the frequency of cleaning and transportation should be appropriately increased, and the dirt around the trash can should be cleaned in time to maintain good environmental sanitation.
2. Establish and improve the team of village-level cleaners. All streets and towns should establish village-level cleaning staff as soon as possible according to the population and the standard of cleaning staff per 100 households/kloc-0. And organize business training for newly recruited cleaning staff, and clarify work standards, work processes and work norms. , and set up a cleaning staff responsibility bulletin board in the village to accept the supervision of the masses.
3. Increase publicity. Take various forms to further strengthen publicity and extensive mobilization, and set up publicity slogans in each village in combination with the construction of beautiful countryside. I. Basic information
In recent years, the Municipal Party Committee and the Municipal Government have adhered to the working idea of overall planning and integrated development of urban and rural areas, regarded urban and rural sanitation work as an important part of practicing the mass line and benefiting people's livelihood and welfare, improved the mechanism, increased investment, accelerated the equalization of urban and rural sanitation services, and promoted the remarkable improvement of urban and rural appearance.
(1) Effectively strengthen organizational leadership, clarify powers and responsibilities, and do a good job in implementation. The municipal party committee and municipal government put the integration of urban and rural sanitation in an important position, and included ten practical things promised to do well for the masses for two consecutive years. A leading group with the mayor as the team leader and the deputy mayor in charge as the deputy team leader was set up, and meetings were held several times to make arrangements, study and solve existing difficulties and problems in time, and coordinate and promote urban and rural sanitation work. Recently, the city's planning and construction and the "3 36" environmental protection action promotion meeting was held, with the integration of urban and rural sanitation as an important aspect. The municipal government issued the "Implementation Opinions on Accelerating the Integration of Urban and Rural Sanitation", which clarified the specific ideas and measures, decomposed the tasks layer by layer, and initially established a responsibility system with urban areas as the core, towns and streets as the focus, villages as the foundation and environmental sanitation authorities as the guidance. All towns and streets have set up sanitation leading institutions accordingly, and actively implemented the sanitation responsibility system.
(two) efforts to increase capital investment, improve facilities. Actively explore ways and means of capital investment in urban and rural sanitation, constantly improve sanitation infrastructure, and promote the normal operation of urban and rural sanitation work. Strive for superior funds of nearly 100 million yuan, transform and upgrade the urban domestic waste disposal site, promote the construction of four small garbage dumps and garbage transfer stations in rural areas, equip large sanitation vehicles, garbage bins and other sanitation facilities, and improve the sanitation service capacity and operation level. Insist on attracting investment as an important starting point to promote the work, and introduce biomass power generation projects with an investment of 270 million yuan by BOT. After put into use, municipal solid waste can be treated in a centralized and harmless way and utilized as resources. The policy of charging for garbage disposal is implemented, and urban and rural areas charge garbage disposal fees according to the standards of each household per year 120 yuan and 92 yuan respectively, thus alleviating the financial pressure of sanitation and cleaning.
(three) actively innovate the operation mode, classification and implementation to promote rectification. With the aim of "ensuring quality, improving efficiency and reducing costs", we will promote the separation of supervision and management from sanitation operations and promote the optimal allocation of sanitation resources. The urban area is bounded by Renmin Street and Yi 'an Avenue, and 47 main streets and villages in the city are divided into four cleaning areas. Four cleaning companies and two garbage removal companies are invited for public bidding to be fully responsible for cleaning and garbage removal. In rural areas, according to the principle of territorial management and step-by-step promotion, towns and streets adopt trusteeship, semi-trusteeship and self-help, and implement the integrated treatment mode of garbage collection and transportation, which improves the environmental sanitation of villages.
(four) improve the work standard system, optimize the operation and focus on supervision. Adhere to the combination of system management and technical management, and explore the establishment of a relatively perfect sanitation operation system. The competent department of sanitation has successively formulated the systems of urban and rural sanitation cleaning and garbage removal, and made provisions on cleaning standards, supervision and management, so as to promote the sanitation work to gradually embark on the standardized track. Actively adapt to the new needs of sanitation, promote mechanized operation, supplemented by manual picking, and strive to reduce the labor intensity of workers and improve the quality of sanitation work. Strengthen the supervision of garbage harmless treatment, add an online detection system for COD and ammonia nitrogen, and monitor environmental protection emission indicators in real time to ensure the stable discharge of pollutants up to standard.
Second, the main problems
Although the integration of urban and rural sanitation in our city has achieved remarkable results, there are still some weak links and problems compared with the requirements of accelerating the construction of a prosperous, strong, harmonious and modern medium-sized city and the expectations of the masses.
(A) the awareness of the importance of sanitation work at all levels is not in place, and the standard requirements are not high enough. Some towns and streets attach importance to economic development and ignore environmental sanitation. They think that the sanitation work involves a lot of investment, heavy tasks and troubles, and they are afraid of difficulties and worried. Some towns and blocks are content to build a route for observation and inspection, some supporting sanitation facilities in cities have also been put on hold, and some rural villages are not equipped with cleaners. At the same time, the operating mechanism of sanitation work is not perfect, and departmental supervision is not thorough. In some places, the dirty phenomenon has not been solved, especially the "three big piles" in some urban villages and rural areas. Some people have high expectations for the government's sanitation work, but their own public health awareness is weak, littering domestic garbage, causing secondary pollution.
(2) Urban and rural health investment is insufficient and funds are relatively tight.
First, the total investment is low. The urban cleaning area of our city is 5.6 million square meters. Last year, the cleaning expenditure was140,000 yuan, or 2.44 yuan /m2. Rural sanitation fund is 24 million yuan, and urban and rural sanitation fund is 38 million yuan. In Shouguang City, the clean area is about 6.5438+million square meters, the fund is 45 million yuan, or 4.50 yuan/square meter, and the rural health fund is 65 million yuan. Changyi City has a cleaning area of 6.5438+0.7 million m2, with a capital of 6 million yuan, or 3.56 yuan /m2. Rural sanitation funds are shared by cities, towns and residents according to the ratio of 4:2:4, and the municipal financial allocation is 30 million yuan. The total funds for urban and rural sanitation in the two cities exceeded 654.38 billion yuan. In this way, both urban and rural areas, the city's sanitation expenditure is relatively low.
Second, the public * * * financial input is less. Our city's environmental sanitation funds mainly come from the superior environmental contiguous remediation funds and the fees charged to the masses, and the municipal finance has little special investment in urban and rural environmental sanitation. Some towns and streets have not included sanitation funds in the financial budget, and the proportion of sanitation financial expenditure is small.
Third, the collection rate of garbage disposal fees is not high. There are various forms of garbage disposal fees in our city, such as financial withholding, collection by water companies and property companies, collection by urban management departments and towns and streets. Some units are not enthusiastic enough, and the collection effect is not ideal. In 20 13 years, the urban garbage disposal fee is only 3 million yuan, accounting for 25% of the total amount to be levied; Nearly 200 villages in rural areas have not been collected, and the payment rate of villagers who have been collected is about 90%. If active measures are not taken, the future collection rate will be further reduced and the shortage of funds will be aggravated.
(3) Shortcomings in health planning restrict the orderly development of the work. First, the health planning is not perfect. The special sanitation plan of our city has been revised, but no expert review has been organized; Most towns and streets have not formulated sanitation planning, and the integration of sanitation lacks guidance. Second, it is difficult to land sanitation facilities. Land use and urban construction planning are not closely connected with sanitation work, and sanitation facilities such as large transfer stations are difficult to locate and use; Some mobile transfer stations and garbage bins have nowhere to be placed, so they can only be placed on the sidewalk, which affects the function and image of the city. Third, the division of environmental sanitation responsibility area is not reasonable enough. Urban and rural cleaning areas are bounded by the main street, and some industrial parks and communities belonging to the street are divided into two parts, which are managed by the urban management department and the street respectively, causing inconvenience in sanitation work. Unified cleaning of villages in cities only approved the main streets of villages in cities, and the actual cleaning area was about 65438+ 0.9 times of the approved area. The green belt is not included in the unified cleaning management, and the cleaning is not timely enough, which affects the overall health quality.
(4) The assessment system of sanitation management is not perfect, and the implementation of work responsibilities needs to be strengthened. Urban and rural sanitation work involves a wide range of departments, and some problems involving multiple departments and units, such as the implementation of the responsibility system of "three guarantees in front of the door" and the littering of construction waste, have not been effectively solved. The city's integrated assessment system of environmental sanitation has been established, but some towns and streets have not yet formulated specific implementation measures accordingly, and the implementation of environmental sanitation management responsibilities is not in place. Functional departments and towns and streets are not comprehensive enough to check and assess the work of sanitation companies, and some areas and villages are not clean and tidy.
Third, some suggestions.
The integration of urban and rural sanitation is not only a popular project, a moral and political project, but also a window project and a development project to shape the image of a civilized city and enhance its competitiveness. All levels should firmly establish the overall awareness of "grasping sanitation means grasping development, and grasping sanitation means grasping people's livelihood", consciously regard sanitation integration as an important content of the party's mass line education practice activities, fully implement the planning and construction and the spirit of the "March 36" environmental protection action promotion meeting, and make every effort to implement it.
(1) Establish an organizational mechanism of mobilization by the whole party and mobilization by the whole people, and form an atmosphere in which the whole society participates in tackling key problems. It is a lasting and in-depth "tough battle" to comprehensively promote the integration of sanitation and realize the fundamental improvement of urban environmental sanitation. We must rely on the strength of the whole society and give full play to the main role of the masses.
First, efforts should be made to strengthen health awareness education in the whole society. It is necessary to focus on improving the civilized quality of the masses, start with public places such as institutions and schools, organize rich thematic education activities, and continuously improve the public's health awareness. It is necessary to set up a column in the local media, track and report the health situation in urban and rural areas, vigorously promote experience, publicize typical examples, be brave in commenting on problems, expose bad habits, and form a strong propaganda momentum. It is necessary to closely combine sanitation propaganda with garbage disposal fee collection and promotion management, guide the masses to be good participants and supervisors in sanitation work, and advocate the concept of * * * cleaning * * * enjoying sanitation.
Second, carry out extensive mass environmental remediation. Adhere to the government-led, hands-on by the whole people, organize comprehensive sanitation improvement activities in the near future, solve the dirty situation once and for all within the specified time, and lay the foundation for the full implementation of sanitation integration. In the future, we will regularly carry out planned, organized and step-by-step centralized activities to promote the annual improvement of urban and rural health standards and people's health awareness.
Third, we must fully implement the mass self-discipline system. In urban areas, with the focus on vigorously implementing the "three guarantees in front of the door" responsibility system, we will formulate measures for operation supervision, assessment and rewards and punishments, and take organs, communities, schools and civilized merchants as the lead to persistently create models to promote the development of on-site work. In the village, comprehensively formulate the rules and regulations of the health village, guide the masses to self-supervise and practice their obligations through appraisal, star rating, and issuing plaques, and * * * maintain environmental sanitation.
(2) Establish a multi-input funding guarantee mechanism to provide key support for sanitation integration.
First, we must do a good job in calculating funds. In the near future, the comprehensive implementation of urban and rural sanitation integration, especially the full coverage of rural areas and urban villages, will inevitably require a large increase in cleaning staff, sanitation facilities, transportation and other expenses. At the end of the year, after the biomass power generation project is put into production, the city's domestic garbage will be incinerated, and the incineration treatment fee and long-distance transportation fee will be paid accordingly. The municipal party committee and municipal government should instruct relevant departments to scientifically calculate expenditures as soon as possible, determine financing channels as soon as possible, and solve the outstanding constraints of sanitation work.
Second, we must ensure financial budget input. The Implementation Opinions of the Municipal Party Committee and the Municipal Government on Deepening the Integration of Urban and Rural Sanitation has made arrangements for the establishment of special funds for sanitation at the town level. It is necessary to further clarify the amount of special funds, incorporate them into the municipal budget, and formulate specific measures for their use to ensure timely disbursement and rational use. At the same time, we should also actively encourage qualified enterprises to donate sanitation facilities and participate in the construction and operation of garbage disposal facilities.
Third, we must strictly implement the charging system. Adhere to the principle of all receivables, implement the charging policy in villages and units, and guide the masses to undertake sanitation obligations. In view of the fact that some streets are not active in the collection of garbage disposal fees in urban villages, or even in arrears for years, it is suggested that the municipal party Committee and the municipal government instruct the full collection as scheduled. In view of the current situation of too many collection channels, inconvenient management and low collection rate, the method of bundling garbage disposal fees with water or electricity charges (adopted in Shishi and other areas of Xiamen) can be implemented in time to improve the payment rate of residents and reduce the collection cost.
(3) Establish a high-quality and efficient management and operation mechanism to ensure that the integration of sanitation has achieved good results. First, we must speed up the implementation of market-oriented operations. It is necessary to adhere to the separation of management and operation, further improve the bidding methods for urban cleaning areas, and improve quality and efficiency in expanding competition; In rural areas, according to the territorial management mode, public bidding for sanitation companies is carried out in towns and streets to improve the quality of sanitation by marketization and specialization. Second, we should formulate a perfect standard management system. It is necessary to take full coverage and seamless as the basic requirements to prevent dirty roads in the village and dirty outside the village. All the towns and streets, community stations and village roads, front and back houses, ditches and reservoirs will be included in the scope of cleaning, and environmental sanitation operation standards will be formulated in different regions. It is necessary to graduate as soon as possible the new situation and new problems of environmental sanitation work after the material power generation project is put into production, give full play to the leading role of the project, and constantly improve the standards and management level of environmental sanitation work. Third, implement strict quality supervision. Relevant departments should earnestly shoulder their responsibilities, adhere to the combination of public inspection and unannounced visits, equip with full-image evidence equipment, realize follow-up supervision and continuous supervision, and form a set of supervision measures for inspection, notification, rectification and acceptance. Implement social supervision measures with broad participation of the masses, unblock the channels of mass supervision, and promote continuous improvement of work. Fourth, we should strengthen the construction of sanitation team. It is necessary to shift the focus of management down, do a good job in the construction of township environmental sanitation forces, set up environmental sanitation offices in towns and blocks as soon as possible, and implement village-to-village cleaners. It is necessary to continuously improve the treatment of sanitation workers, establish a wage system of equal pay for equal work, strive to improve the working conditions of sanitation, and enhance the enthusiasm and initiative of sanitation personnel.
(4) Establish the pressure transmission mechanism of responsibility implementation, and condense the governance power of sanitation integration.
First, we must strengthen the rigid responsibility of sanitation. At the important stage of promoting the integration of urban and rural sanitation, this work should be brought into the top-ranking project of the party and government, and the scheduling should be checked frequently and unremittingly. It is necessary to refine the responsibilities of functional departments and towns and streets in sanitation work, clarify full-time and part-time management personnel, and implement a strict accountability and accountability system. Second, we must do a good job in planning. We should pay close attention to improving the special sanitation planning, organize assessment as soon as possible, and scientifically determine the short-term and long-term sanitation task objectives and safeguard measures. Environmental sanitation planning should be linked with urban construction planning, and environmental sanitation management departments should participate in the examination and approval management of urban construction projects, so as to fundamentally solve the problems of difficult construction and resettlement of environmental sanitation facilities.
Third, we must strictly implement the assessment. The municipal party committee and municipal government decided to take the integration of sanitation as an important part of the comprehensive assessment of urban blocks. In the specific work, it is suggested that on the one hand, urban and rural sanitation should be given a larger weight score to form a clear work orientation; On the other hand, we must adhere to the combination of monthly assessment and year-end assessment, departmental inspection and mass appraisal, and randomly determine the inspection and assessment points and routes to ensure the objective and true assessment results. Fourth, we should pay attention to the application of assessment results.
