The term "dangerous houses" as mentioned in these Provisions refers to houses whose structures have been seriously damaged or whose load-bearing members are in danger, which may lose structural stability and bearing capacity at any time and cannot guarantee the safety of living and use.
The term "safety appraisal" as mentioned in these Provisions refers to the housing safety appraisal institution established according to law to appraise and evaluate the safety status of housing structures.
The term "housing safety appraisal institution" as mentioned in these Provisions refers to the institution established by the Municipal People's Government in accordance with the law to be responsible for housing safety appraisal. Fourth housing safety management should follow the principles of prevention first, regular inspection, scientific appraisal and comprehensive management. Fifth city and district real estate administrative departments are the competent departments of housing safety management in this Municipality, and are responsible for organizing the implementation of these Provisions.

If any potential safety hazard is found, it shall promptly notify the owner and report to the real estate administrative department. Sixteenth large and medium-sized public buildings and super high-rise buildings should be equipped with building structure performance observation system, and the location of observation instruments and lines should be reserved in the architectural design. Reach or exceed the design service life, the person in charge of housing safety shall take measures to ensure the safety of housing use according to the housing safety appraisal report before use. Chapter IV Management of Housing Safety Appraisal Article 18 In any of the following circumstances, the person in charge of housing safety shall promptly apply to the housing safety appraisal institution for housing safety appraisal:
(a) the foundation, the main structure or other load-bearing components have obvious subsidence, cracks, deformation, corrosion and other phenomena.
(two) the house has reached or exceeded the design service life.
(3) Losses caused by natural disasters or accidents such as explosions and fires.
(four) the construction and production may endanger the safety of the surrounding houses.

The above appraisal objects include water towers, chimneys, pools, retaining walls and other structures.
Public buildings and their ancillary facilities shall be appraised once every 5 years.
