First of all, about the size of the street.

According to the relevant provisions of the state, adjust the scale of existing streets in urban areas. Streets dominated by residential areas are generally not less than 80 thousand people, and streets with relatively concentrated businesses are generally not less than 60 thousand people.

Second, about the functions of the street Party Working Committee.

Street Party Working Committee is the leading core of all kinds of organizations and work in the street. 4. Lead the ideological and political work, grass-roots democracy and spiritual civilization construction in this street, strengthen the comprehensive management of social security, coordinate interest relations and maintain social stability.

5. Strengthen the self-construction of street party organizations and lead the construction of community organization system with community party organizations as the core.

6. Be responsible for the education, selection, management and supervision of cadres according to the management authority, and assist the relevant functional departments at higher levels to do a good job in the management and supervision of their dispatched offices and their responsible persons.

Three. Functions of sub-district offices

The main functions of sub-district offices are:

2. Urban management. 4. Comprehensive management of social security. Responsible for the construction of safe streets, organize and coordinate the comprehensive management of social security, fire safety, letters and visits, people's mediation and judicial mediation within the jurisdiction, and maintain social stability.

5. Economic and social services. Responsible for providing services for individual entrepreneurship and enterprise establishment and operation within the jurisdiction, and creating a good environment for developing building economy and creating characteristic blocks; Responsible for local statistics, population and family planning work; Assist relevant departments to do a good job in civil affairs, culture, education, medical and health care, safety production supervision and so on.

Fourth, about sub-district offices.

According to the actual population and area of our city, the street size is determined as follows: the average population of the five sub-district offices in the city is about 80,000 (the minimum is not less than 60,000, and the maximum is not more than 6,543,800+10,000); The area is about 2-3 square kilometers (the street area in the urban-rural fringe is about 3-5 square kilometers). All districts should merge and adjust nearly 80 sub-district offices with a population of less than 60,000 according to this standard. After the adjustment, the city's sub-district offices will be reduced by about 40%.

Four, the adjusted function, organization, establishment and funds of the street office.

After the adjustment, the basic functions of sub-district offices should be urban management, social affairs management, social security and community building. After the adjustment, the office will no longer engage in direct economic activities such as running enterprises and markets, gradually reduce its economic work functions, hand over the social welfare management and social service management functions to the community, and establish the relationship between the sub-district office and the community. After adjustment, the organization and establishment shall remain unchanged according to the total establishment of each district and county (city), and shall be determined by each district and county (city) according to the specific conditions such as the size of each street office; After the adjustment of funds by the district and county (city) in accordance with the principle of the total amount unchanged, to ensure normal expenditure, according to the specific circumstances of the street office to make appropriate adjustments.
