3. For the owners who affect the lighting and ventilation of residential buildings due to the installation of elevators, appropriate compensation can be given through consultation, and the compensation expenses will be paid in raising funds.
4, the existing residential elevator, can raise funds through the following channels:
(1) Joint contribution by the property owners: according to the floor and other factors, the property owners make joint contribution in a certain proportion.
(2) The public houses directly managed by the government can be funded by the public houses management unit to install elevators with rental income, and the rent can be recovered by raising the rent;

6. The addition of elevators to existing houses shall be designed and constructed by design and construction units with corresponding qualification grades.
7. The competent departments of urban and rural planning and construction at all levels shall, in accordance with the division of responsibilities, simplify the examination and approval procedures as much as possible, and do a good job in the examination and approval of installing elevators in existing houses according to law.
8. The construction and installation of existing residential elevators shall conform to the requirements of the Regulations on Safety Supervision of Special Equipment and the Regulations on Safety Supervision of Special Equipment in the State Council, and shall be tested by qualified institutions, and the completion acceptance formalities shall be handled according to law.
