Notice on prohibiting and restricting the discharge of fireworks and firecrackers

In order to reduce environmental pollution and ensure public safety and people's personal and property safety, Yangxin County People's Government has decided to carry out fireworks and firecrackers discharge activities throughout the county according to the Measures for the Administration of Fireworks and Firecrackers in Binzhou City (Order No.8 of Binzhou Municipal People's Government). We hereby notify you as follows:

1. Fireworks and firecrackers are prohibited throughout the year except for the Spring Festival (New Year's Eve to the fifth day of the first month) and the Lantern Festival (the fifteenth day of the first month) in Yangxin County. During the heavily polluted weather, it is forbidden to set off fireworks and firecrackers in the county (including urban areas and towns).

Two, the following places are prohibited from setting off fireworks throughout the year:

1, cultural relics protection unit;

2, stations, bridges and other transportation hubs and railway line safety protection zones;

3. The corridors, stairs, roofs, balconies and windows of public buildings and communities where citizens live in concentrated communities;

4. Warehouse and parking lot;

5, shopping malls, bazaars, entertainment venues and other crowded places;

6, office area, medical institutions, educational institutions, pension institutions, public cultural places, places for religious activities;

7, inflammable and explosive goods production, management, use and storage units;

8, power transmission and transformation, gas, fuel and other facilities safety protection zones;

9, parks, green spaces, scenic spots, forests, nurseries, wetlands, water source protection areas and other key fire prevention areas;

10, other places where fireworks and firecrackers are prohibited as stipulated by the county people's government.

Three, the public security organs will punish the illegal acts of setting off fireworks and firecrackers in the forbidden time and area.

Four, state organs, enterprises and institutions, social organizations and other organizations should take the lead in doing a good job in the publicity and education of fireworks and firecrackers, catering service units and residential properties should inform consumers and owners to set off fireworks and firecrackers according to law, and actively do a good job in the publicity and dissuasion of fireworks and firecrackers within the scope of their respective responsibilities. If dissuasion is ineffective, it shall report the case to the public security organ in time.
