The battery of the electric car in the community is lost. Is the property responsible?

If the residential property collects the charge for keeping the electric vehicle, during the storage period, if the electric vehicle is damaged or lost due to poor property storage, the property shall be liable for compensation. If the residential property keeps the electric car for free, then the contractual relationship between the property and the owner of the electric car is free, and the property can prove that it has no intention or gross negligence, so it will not be liable for compensation. An electric bicycle driving on the road shall be registered by the traffic administrative department of the public security organ of this Municipality and obtain a non-motor vehicle license plate and driving license. Electric bicycles that are not registered or licensed in other places but have not been registered by the traffic management department of the public security organ of this Municipality shall not drive on the roads of this Municipality. Registered electric bicycles should be products listed in the information service catalogue of this Municipality. Electric bicycle refers to a personal means of transportation based on ordinary bicycle, which uses battery as auxiliary energy, and is equipped with control components such as motor, controller, battery, handlebar and display instrument system to realize electromechanical integration.

Legal basis: Article 264 of the Criminal Law of People's Republic of China (PRC), whoever steals public or private property in a relatively large amount, or repeatedly steals, enters a house, steals with a weapon or pickpockets, shall be sentenced to fixed-term imprisonment of not more than three years, criminal detention or public surveillance, and shall also or only be fined; If the amount is huge or there are other serious circumstances, he shall be sentenced to fixed-term imprisonment of not less than three years but not more than ten years and shall also be fined; If the amount is especially huge or there are other especially serious circumstances, he shall be sentenced to fixed-term imprisonment of not less than 10 years or life imprisonment, and shall also be fined or confiscated.

A, electric vehicle licensing regulations:

1. Residents who meet the Technical Specification for Safety of Electric Bicycles (GB17761-2018, hereinafter referred to as the "new national standard") and have obtained CCC certification shall register and issue official number plates and driving licenses with valid materials.

2. Residents' self-use electric bicycles that have been used before the implementation of the "new national standard" and meet the General Technical Conditions for Electric Bicycles (GB17761-1999 for short) or meet the "new national standard" but have not obtained CCC certification shall go through transitional registration before September 30, 2022.

3. For electric bicycles that meet the "new national standard" and pass CCC certification, the official number plate and driving license with white characters on blue background shall be registered and issued with valid materials, and used according to the purpose of online issuance.

Second, the electric vehicle licensing process:

1. Bring the original and copies of the owner's ID card, electric certificate, electric car purchase invoice and other materials to the registration office to arrange licensing.

2. Park the electric car at the designated location, and ask someone to come and take photos with your mobile phone. Then develop the photos of the electric car.

3. Fill in the application form for non-motor vehicle registration in the office, as shown below. Fill in the frame number on the electric bicycle inspection record form, and then hand over all the materials to the counter staff. After the inspection conclusion is qualified, you can ride the car to the weighing place.

4. Stop the electric bicycle at the weighing place and open the frame number cover and cushion. There will be a professional to record the weighing.

5. Go to the window to get the number and queue up, and then go to another window to pay. Then wait 20-30 minutes, and the sign will be ready.
