It takes 60 working days to freeze illegal buildings and unfreeze transactions. 1. The property owner must first apply to the urban management law enforcement squadron of the sub-district office under his jurisdiction, rectify and dismantle the illegal buildings (structures) in time, issue a copy of the real estate license, the owner's commitment letter, and issue a rectification and demolition certificate issued by the residential property company; 2, urban management law enforcement squadron after the audit, and then reported to the county (city) District Demolition Office, Kunming City Demolition Office for review; 3. After the audit of Kunming Temporary Demolition Office, if the rectification is indeed in place, the Municipal Urban Management Comprehensive Administrative Law Enforcement Bureau will send a letter to the housing and construction department, and the housing and construction department will lift the restrictions on property rights transfer and mortgage.
