Article 2 These Measures shall apply to the disposal activities such as the discharge, transportation, consumption and comprehensive utilization of construction waste within the administrative area of this Municipality.

The public security organ is responsible for the road traffic management of construction waste transport vehicles. The public security traffic police department shall assist the urban management department to carry out joint law enforcement and investigate and deal with vehicles illegally transporting construction waste according to law.

Development and reform, information, land, planning, transportation, environmental protection, finance, price, quality supervision and other relevant departments shall, according to their respective responsibilities, supervise and manage construction waste according to law. Chapter II Permit for Disposal of Construction Waste Article 4 The disposal of construction waste shall follow the principles of reduction, recycling, harmlessness, recycling and "whoever produces it shall be responsible for the disposal". Article 5 Producers, transporters and consumers of construction waste shall apply for the approval and disposal license of construction waste. Units and individuals that fail to apply for the approval and disposal license of construction waste according to regulations shall not engage in construction waste disposal activities. (four) other conditions stipulated by laws, regulations and rules. Article 8 Under any of the following circumstances, the emitters and users of construction waste shall apply to the original licensing authority for change:

(a) the relevant approval documents of the construction project have changed;

(two) the main body of the construction waste transportation contract has changed;

(three) the disposal plan of the construction waste disposal site needs to be adjusted;

(4) Other circumstances that need to be changed. Ninth in any of the following circumstances, the construction waste transporter shall apply to the original licensing authority for change:

(1) The registered items of the business license are changed;

(two) the "road transport business license" and "vehicle operation license" of the transport vehicle have changed;

(3) Adding, changing, transferring, scrapping or losing construction waste transport vehicles;

(4) Other circumstances that need to be changed. Chapter III Construction Site Management Article 12 A construction unit shall perform the following obligations:

(two) in accordance with the relevant provisions of the enclosure, public signs, hardening the construction site import and export roads;

(3) Set up qualified vehicle washing and cleaning facilities (including washing pool and washing machine), and equip full-time cleaning personnel. Vehicles entering and leaving the site shall be cleaned by washing and cleaning facilities before leaving the site;

(4) Regularly sprinkle water on the construction site to reduce dust, and take measures such as covering, maintaining or greening the exposed site and piled earthwork;

(five) other obligations stipulated by laws, regulations and rules.
