Hello, Beijing Municipality Measures for the Administration of Property Service Charges Article 1 In order to standardize the behavior of property service charges in this Municipality and protect the legitimate rights and interests of owners and property management enterprises, these measures are formulated in accordance with the Price Law of People's Republic of China (PRC), the Regulations on Property Management of the State Council, the Measures for the Administration of Property Service Charges of the National Development and Reform Commission and the Ministry of Construction. Article 2 These Measures shall apply to the management of property service charges of property management enterprises within the administrative area of this Municipality. Article 3 The term "property service charges" as mentioned in these Measures refers to the fees charged by property management enterprises to the owners for the maintenance, conservation and management of houses, supporting facilities and related sites, and for maintaining the environmental sanitation and order in relevant areas. Article 4 The government encourages owners to choose property management companies through an open, fair and just market competition mechanism; Encourage property management companies to carry out legitimate price competition; Promote the formation of property service charges through market competition; Price fraud is prohibited. Article 5 The property service charges in this Municipality shall be subject to market-regulated prices and government-guided prices. The charging standard of property services which belongs to the market-regulated price shall be determined by the parties to the property service contract and the house sales contract through consultation; Government-guided property service charges shall be formulated by the municipal price department in conjunction with the municipal housing management department, and the benchmark price standard and floating range shall be published regularly. Article 6 The property service charges that meet one of the following circumstances shall be subject to the market-adjusted price: 1, supporting houses and other office, commercial and non-residential houses in the property management area;
