Chapter I General Provisions Article 1 In order to strengthen urban management, improve the level of public services and build a civilized, harmonious and ecologically livable urban environment, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of Deyang City. Article 2 These Regulations shall apply to the implementation of urban management in cities, built-up districts and counties within the administrative area of Deyang City and other areas determined and announced by the people's governments of cities and counties (cities, districts).

The specific scope of implementation of urban management as mentioned in these Regulations includes: the operation management of municipal public facilities, the management of city appearance and environmental sanitation, and the management of landscaping. Approved into the unified management of public space order management, illegal construction management, environmental protection management, traffic management, emergency management and other aspects. Article 3 Urban management shall follow the principles of people-oriented, legal governance, source governance, consistency of power and responsibility, collaborative innovation and public participation. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in urban management within their respective jurisdictions, formulate urban management objectives, straighten out urban management powers, establish mechanisms such as overall coordination, assessment and evaluation, funding guarantee and accountability, and study and solve major problems in urban management.

City, county (city, district) people's government department in charge of urban management shall perform the duties of urban management, exercise the power of comprehensive administrative punishment of urban management, and the specific management content and law enforcement matters shall be determined by the people's government of the city or county (city, district) according to law.

Other administrative departments with urban management functions shall, in accordance with their respective responsibilities, do a good job in urban management. Article 5 Township (town) people's governments and subdistrict offices shall be responsible for organizing the implementation of the system of city appearance and environmental sanitation responsibility areas within their respective jurisdictions, integrating urban management service teams, implementing grid management, and guiding and urging neighborhood (village) committees and units within their respective jurisdictions to participate in urban management.

Neighborhood (village) committees assist township (town) people's governments and neighborhood offices to mobilize community members to participate in urban management, incorporate urban management requirements into community residents' conventions (village rules and regulations), implement community self-management responsibilities, and improve community living environment. Sixth water supply, power supply, gas supply, postal services, communications, cable television, public transport and other service units should ensure the normal operation and safe use of equipment and facilities within the scope of business services, and cooperate with urban management.

Property management service enterprises have the right to dissuade acts in violation of urban management regulations within the property area. If dissuasion is ineffective, it shall promptly report to the competent department of urban management or relevant administrative departments for investigation and punishment according to law. Seventh city and county (city, district) people's governments and relevant departments should strengthen publicity and education, guide and standardize public civilized behavior, carry forward the socialist core values, and improve the civilized quality of citizens and the level of urban civilization.

Citizens, legal persons or other organizations shall abide by laws and regulations, maintain the order of urban management, have the right to participate in activities related to urban management, make criticisms and suggestions on urban management, and report violations of urban management regulations in various ways.

Citizens, legal persons or other organizations who report illegal clues, which are verified by the competent department of urban management or the relevant administrative departments, shall be rewarded. Incentive measures shall be formulated by the people's governments of cities and counties (cities, districts). Chapter II Urban Management Matters Article 8 Urban construction shall conform to the overall urban planning and special planning. The development of new areas and the transformation of old cities should be supported by the construction of urban infrastructure, social welfare and public service facilities, which will be put into use after acceptance and handed over to relevant units for management. Article 9 Urban management, housing and urban-rural construction, water affairs, public security, transportation, economy and informatization, civil affairs and other departments shall strengthen the management of urban public facilities such as urban municipal facilities, sanitation facilities, public transportation, water supply and drainage, flood control and drainage, underground pipe network, public information signs and signs, timely repair and replace damaged facilities, and keep all facilities in good condition and normal operation. Tenth without the approval of the competent department of city management and public security traffic management department, no unit or individual may occupy or dig urban roads.

If it is necessary to temporarily occupy urban roads with approval due to special circumstances, the site shall be cleaned up in time after the expiration of the occupation period and the urban roads shall be restored to their original state.

If urban roads need to be excavated with the approval of the project construction, the site shall be cleaned up in time after completion, and the competent department of urban management shall be notified for inspection and acceptance. Eleventh buildings (structures) and facilities should meet the standards of city appearance, keep clean, beautiful and harmonious. If there is damage, falling off or pollution that affects the city appearance, its owners and managers should carry out renovation, cleaning and replacement in time.

No unit or individual is allowed to install external protective fence (net), sunshade (rain) awning, air conditioning, water pipes and other facilities that do not meet the standards of urban appearance on the facade of buildings (structures) along the street. Twelfth outdoor advertising and signboards should meet the requirements of city appearance standards and technical specifications. If the appearance is defiled, the pictures and texts are incomplete, the display is incomplete or falls off, the owner and manager shall clean, repair or replace it in time, and suspend the use before the repair.

The establishment of large-scale outdoor advertisements shall be approved by the competent department of city management, and the examination and approval procedures shall be handled in accordance with the relevant provisions.

It is forbidden to scribble or depict on urban roads, buildings, trees and other facilities, or to post advertisements, wall posters, slogans, posters and other publicity materials without authorization.
