In practice, in order to save economic costs, property companies will provide security services and cleaning services.

Outsourcing of special services such as greening services is not uncommon. When the property company provides services for all owners of the community, the legal relationship between the two parties is formed. That is, the property management company is the trustee and all the owners are the clients. According to the relevant provisions of the laws of China, with the consent of the principal, the agent may delegate. If an agent entrusts without the consent of the principal, the agent shall bear legal responsibility for the behavior of the entrusted third party.

According to Article 39 of the Property Management Regulations, a property service enterprise may entrust the special service business within the property management area to a professional service enterprise, but may not entrust all the property management within the area to others. It can be seen that the relevant laws do not prohibit property companies from outsourcing special services to others.

1. What are the responsibilities of the property management company's property service scope?

(1) contractual obligations. The residential property company shall provide corresponding services in accordance with the stipulations of the property service contract. If the property service company fails to perform the property service contract, causing personal and property safety damage to the owner, it shall bear corresponding legal responsibilities according to law;

The realty service enterprise shall stop it and report to the relevant administrative departments in a timely manner. After receiving the report from the realty service enterprise, the relevant administrative department shall stop the illegal act or deal with it according to law;

(3) Entrusted management obligations of some infrastructure.

Residential property companies provide residential low-voltage power supply facilities, water supply facilities, roads and municipal drainage facilities, heating equipment, facilities and heating pipes, residential greening, fire fighting equipment, etc. ;

(4) Do a good job in greening construction and maintenance in the property management area, and provide a good ecological environment. Especially grassland greening and flowers and trees conservation are very important to create a beautiful and pleasant environment;

(5) Do a good job in traffic management of buildings and communities. The contents include the management of parallel traffic and vertical traffic (elevators and escalators) in the community, as well as the cleaning of passages, roofs and other spaces and the maintenance of street lamps.

(6) Strengthen vehicle management to prevent vehicles from being lost, damaged or causing accidents. It is required to clearly mark the driving routes of residential areas and buildings, drive at a speed limit, park vehicles in the property area uniformly, and keep the roads and corridors in the property area unblocked.

(7) Do a good job in financial management. It is necessary to do a good job in the collection and management of maintenance funds and reserves to ensure the healthy and smooth progress of property management;

(eight) to handle the property insurance of the property and ancillary equipment in time, so as to avoid causing huge property losses to the owners due to natural disasters.

There are five channels to reflect the unreasonable charges of property companies:
