Regulations of Guang 'an Municipality on City Appearance and Environmental Sanitation

Chapter I General Provisions Article 1 In order to strengthen the work of city appearance and environmental sanitation and build a clean, beautiful, civilized city, which is livable, suitable for business and suitable for tourism, these Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of Guang 'an City. Article 2 These Regulations shall apply to the work of city appearance and environmental sanitation in urban built-up areas and other areas under urbanization management within the administrative area of this Municipality.

The specific scope of urban built-up areas and other urbanization management areas shall be delineated and promulgated by the municipal and county people's governments. Article 3 The people's governments at the city and county levels shall lead the work of city appearance and environmental sanitation, incorporate the construction of city appearance and environmental sanitation into the national economic and social development plan and the land and space plan, establish and improve the diversified investment mechanism based on public finance, guarantee the required funds, strengthen the construction of facilities, and improve the service capacity of city appearance and environmental sanitation.

Street offices and Township People's governments are responsible for the specific work of city appearance and environmental sanitation within their respective jurisdictions. Article 4 The competent departments of urban management administrative law enforcement, housing and urban and rural construction of the people's governments of cities and counties (hereinafter referred to as the competent departments of city appearance and environmental sanitation) shall be responsible for the work of city appearance and environmental sanitation within their respective administrative areas according to the division of responsibilities.

Development and reform, education, public security, civil affairs, finance, urban and rural planning, ecological environment, transportation, water affairs, commerce, tourism, health, market supervision and management, postal services and other departments. The people's governments at the city and county levels shall, in accordance with their respective responsibilities, manage the city appearance and environmental sanitation work according to law. Fifth city appearance and environmental sanitation work to implement the responsibility area system, the responsibility area shall be designated by the competent department of city appearance and environmental sanitation of the people's government at the county level in conjunction with the neighborhood offices and Township People's governments.

The responsible person of the city appearance and environmental sanitation responsibility area shall be determined according to the following principles:

(a) shopping malls, hotels, shops, parking lots, car washes, bazaars, catering services, exhibitions and other places are managed by the management department;

(2) Railways, highways, urban expressways and urban rail transit shall be managed by them;

(three) airports, railway stations, bus stations and places of culture, sports, entertainment, sightseeing, parks, green spaces and so on are managed by them;

(four) the area of responsibility of organs, organizations, schools, hospitals and other enterprises and institutions shall be the responsibility of this unit;

(5) The competent unit shall be responsible for the rivers and waters;

(six) the construction unit is responsible for the construction land, and the land to be built is the responsibility of the land use right holder;

(seven) the residential areas and office buildings that implement property management are responsible by the property service enterprises, and the residential areas that do not implement property management are responsible by the local neighborhood offices or the Township People's governments;

(eight) municipal bridges, tunnels, streets, footbridges, public squares * * * by the competent department of city appearance and environmental sanitation;

(nine) public toilets, garbage transfer stations and other public health facilities by the city appearance and environmental sanitation department is responsible for.

If the responsible person cannot be determined beyond the provisions of the preceding paragraph, it shall be determined by the county-level sub-district office and the township people's government. Article 6 Sub-district offices and township people's governments shall sign management responsibility letters with the responsible persons in the area of city appearance and environmental sanitation responsibility, and clarify the responsibilities of the responsible persons of shopping malls, shops, restaurants and other units for city appearance, sanitation, greening, order and facilities one by one. Seventh city and county people's governments should actively improve the working conditions of sanitation workers.

Sanitation enterprises shall ensure the implementation of the legitimate rights and interests of sanitation workers' labor protection.

Any unit or individual shall respect the work of sanitation workers and shall not hinder or obstruct their normal work. Eighth any unit or individual has the right to dissuade, complain and report acts that damage the city appearance and environmental sanitation. The competent department of city appearance and environmental sanitation shall set up a complaint telephone and network service platform, and announce it to the public.

Encourage neighborhood (village) committees to formulate city appearance and environmental sanitation conventions, and promote units and individuals to participate in city appearance and environmental sanitation voluntary services and public welfare actions.

Encourage and guide social capital to participate in the construction of environmental sanitation facilities and set up city appearance and environmental sanitation service enterprises. Ninth city and county people's governments shall, in accordance with the relevant provisions of the state, commend and reward the units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation. Chapter II City Appearance Article 10 The competent department of urban and rural planning of the people's government at the city or county level shall, jointly with the competent department of city appearance and environmental sanitation, formulate the planning of building appearance and color, and formulate the standards of city appearance.

New construction, reconstruction and expansion of urban buildings (structures) shall conform to the architectural appearance and color planning. Article 11 The appearance of urban buildings (structures) shall meet the following requirements:

(a) the volume, shape, color and style of urban buildings (structures) should be in harmony with the surrounding landscape;

(two) shall not violate the provisions of the construction of urban buildings (structures);

(III) Urban buildings (structures), windows and doors facing the street, balconies, platforms, roofs, outer corridors and other areas are not allowed to illegally pile up or hang articles that hinder the appearance of the city, and keep them clean and beautiful. Twelfth main roads in the city building (structure) frontage facade, the top shall not illegally install external fence (net), sunshade (rain) awning and other facilities.

City buildings (structures) are not allowed to set up oil fume discharge pipes on the facade; Other parts of the oil fume discharge pipeline should keep the facade clean and tidy, and coordinate with the appearance of the main building.
