Present situation of Taiyechi site in Jinzhongdu
The Beijing News reporter visited and found that this 75-acre unfinished building site also includes the Taiyichi site of the Royal Garden in Jinzhongdu. Although it is a municipal cultural relic, it has been abandoned for many years with the unfinished construction site.
Goat wandering abandoned villa area
Compared with the brand-new residential buildings in the southern koala community, this villa area surrounded by iron fences and brick walls is like an abandoned slum.
In the 75-mu villa area west of Baizhifang Bridge, there are 20 villas, either townhouses or single-family villas, which have not yet been completed. Six or seven blocks to the east have built three floors, with white porcelain exterior walls and red tile roofs. Only one floor was built in the middle of five or six buildings, with bare red brick and cement, and only the main structure was built in a row of four floors on the west side.
All villas have no doors and windows, and the three-story villa has 8 rooms with an area of more than 300 square meters. The floor of the house is covered with weeds, and the walls are covered with all kinds of graffiti with indecent content.
On the wasteland on the east side of the villa group, there are many large pits about two meters deep. Weeds are growing in the pit, and a goat is wandering in the weeds. There is a large concave land on the south side of the villa group, which is about 3 meters deep and covers an area of more than ten acres. The octagonal pavilion in the center of the hole is covered with weeds, and only the top can be seen.
Mr. Jia Lao, who has lived in Beili community near Yaziqiao for decades, said that this concave land used to be an artificial lake, and the lake has long since dried up. "Before the villa was built, the whole place was a lake, which was the site of Yutai Pool in Jinzhongdu and Huangjiayuan Forest."
Outside the east gate of the construction site, a listing of Beijing Cultural Relics Bureau confirmed Mr. Jia's statement. The bronze medal reads "This is a garden site in Jinzhong City" and "1984 was announced as a municipal cultural relics protection unit in Beijing".
The Royal Garden became a dump.
Many old residents nearby recalled that Taiye Pond, also known as Fish Algae Pond, was renamed "Youth Lake" in the late 1950s because Beijing organized dredging for young students.
"Around 1988, the land was sold, and the lake was filled with more than half, and the villa was started." Mr. Jia said, "After so many years, no one knows who developed it at that time."
He said 199 1, the villa under construction suddenly stopped working and has been stopped until now. The villas have remained the same as they were 23 years ago. "Now it looks like an ancient architectural style."
"The villa group stopped construction, and the Taiyichi cultural relics site was left unattended." Mr. Jia said that the unmanned construction site soon became a wasteland with more weeds than people, and then it once became a place where vagrants gathered and lived. "The doors and windows of the villa were also destroyed or taken away by them and nearby residents."
In 2003, the media reported that due to the unfinished project in the villa area, the construction site and Taiyechi became dumping sites, and the lake dried up and littered everywhere.
1 What will happen after the uncompleted residential flats?
Xicheng Land and Resources Bureau: The developer has been contacted for demolition.
A security guard at the entrance of the construction site said that this unfinished building is not unattended, and this land belongs to a company called "Jinzhongdu Real Estate Co., Ltd.".
Not far from the construction site, a three-story simple building is hung with the brand of "Beijing Jinzhongdu Real Estate Co., Ltd.", and most of the rooms in the building have been rented. Only the two rooms on the third floor are marked with the signs of "Engineering Department of Administration Department" and "Business Room of Manager's Office" of Jinzhongdu Real Estate Company. However, the reporter went several times and no one was working in the office.
According to the industrial and commercial registration information of this enterprise, Jinzhongdu Real Estate Co., Ltd. was established in1March, 1994, and its business scope includes real estate development, sales, property management, renting office space, etc. According to media reports, in 20 10, after the administrative order of "78 central enterprises quit the real estate industry" was issued, Beijing Jinzhongdu Real Estate Co., Ltd. was listed and transferred 80% of its shares.
Many old residents around said that it was not clear who the original developer of the uncompleted residential flats villa was, presumably because the west side was close to the railway and was not suitable for living, so it was not built.
A staff member of the Xicheng District Land and Resources Bureau said that this land has been transferred several times, and it is precisely because of the transfer problem that it has caused a bad tail. "The problem is very complicated, and I can't tell."
The staff also said that the staff of the Bureau of Land and Resources had visited the unfinished villas in the Taiweichi plot of Jinzhongdu two months ago, and contacted Jinzhongdu Real Estate, a developer in the area, on issues such as open space, mosquitoes and weeds. "At present, the relevant land construction procedures of developers have been completed, and the unfinished villas will be demolished in the near future."
What will be built here after the demolition of the unfinished building? The staff member said that he did not know. "This land belongs to commercial land and was bought by businessmen in the early years. As long as it does not violate the regulations, the developer will arrange it himself. "
Follow-up 2 How to protect Taiji Pool site?
Xicheng Cultural Protection Institute: The site protection plan is being formulated.
During the 23-year shutdown period, unfinished villas and Taiye Pool, which has become a wasteland, have also been concerned many times. The status quo of Taiyechi site turning into a garbage dump has also attracted the attention of CPPCC members. It is suggested to re-plan and restore it into a park. On the one hand, it can preserve historical sites, on the other hand, it can also bring leisure places to nearby residents.
Academician Hou Renzhi, who is known as the first person to apply for the World Heritage in Beijing, once entrusted Zhu Zuxi, a student, to pay a visit. He thought that the Millennium cultural relic of Yuzao Pool was one of the earliest "life marks" in Beijing, and suggested that it should be opened as the Ruins Park of Yuzao Pool. In 2004, 93-year-old Hou Renzhi also visited this site. 20 10 Mr. Zhu Zuxi also said that he would continue to call for the demolition of uncompleted residential flats and the construction of Yuzaochi Ruins Park.
Researcher Li Jianping, Secretary-General of Beijing Historical Research Association, once wrote: "Fish ponds should be treated like Yuanmingyuan Ruins Park. Designate Yuzaochi Site as Jindu Royal Garden Site Park, demolish the building and restore the water surface, leaving a thousand-year-old ancient capital for future generations.
20 13 12 10 The staff of Xicheng District Cultural Relics Protection Institute said that Taiyichi site in Jinzhongdu was built in the Jin Dynasty, which is the first royal garden established by Beijing as the capital, and has the same status as Zhongnanhai in the Forbidden City.
She said that the land was not recognized as a first-class cultural relic protection in Beijing until it was sold. At that time, the land had been sold, and the Cultural Relics Bureau put up a sign and worked out a protection plan for the Jinzhongdu site with the development company at that time. "The Cultural Relics Bureau once dug in it, but no cultural relics were found."
Later, the lot became a villa group with unfinished buildings, and the protection plan has not been implemented. However, the staff said that the Cultural Relics Bureau is making its own plan to protect the Jinzhongdu site, which needs the cooperation of major construction projects of developers, and the implementation time has not yet been determined.
