I. Purpose

This procedure is applicable to the management service fee, water fee and shared water and electricity fee of Xingye New District.

1. The financial personnel are responsible for handling the relevant procedures of cash or entrusted bank charges.
2. The security guards shall assist the financial personnel to issue charging vouchers or dunning notices to the owners (residents).
Four. Job requirements and contents
1. charging methods can be divided into two types:
A) Cash charges: parking fee (temporary parking), expenses related to decoration management, property management service fee, water fee, utility fee, maintenance service fee and housekeeping service fee;
B) Entrusted bank charges: residential property management service fee, residential water fee and residential public utility fee;
2. Entrust the bank to charge for opening an account: when the owner goes through the check-in formalities, he will deposit a certain amount in the designated bank with the account opened by the property management company for monthly settlement.
3. Community owners (residents) charges
(1) Charge residential property management service fee.
A) Societe Generale New _ collects management service fees once every two months and once a month. Before 30th every two months, the financial personnel shall notify the designated bank to deduct the residential property management service fee and other receivable fees from the owner's (resident's) account. After receiving the notice of successful bank fee deduction, the financial personnel shall submit the fee voucher to the service center of the management office within 5 days, and the service center will organize the payment to the owners (residents).
B) If the amount in the owner's (resident's) account is insufficient to pay the current expenses, the financial personnel will notify the owner by phone or send a reminder to the owner. b)
1. The owner should go through the check-in formalities at the residential property management office and get the key to the new house, so he should start paying the property management fee.
2. After the owner goes through the check-in formalities, the property management service fee shall be paid by the owner or user on a monthly basis, and for the owner who has purchased but has not checked in within one year, it shall be paid at 50% of the property management service fee standard. At the same time, in order to avoid some "real estate speculators" leaving their houses idle for a long time, it is stipulated that "those who do not move in after one year will pay the property management fee at 100%".
3. National laws and regulations do not stipulate how often to pay property fees, so you can indicate the payment time of property fees in the signed property management contract.
According to the property management regulations, the property management company should check with the developer before handing over the house. After the acceptance, the property management company officially took over the community, so the information and keys of the houses that have been completed and accepted must be handed over to the property management company.
5. After receiving the notice of occupancy issued by the developer, the owner will start to pay the property fee according to the time on the notice of occupancy, and all the expenses and responsibilities of the house after this time will be borne by the owner himself. In other words, from that day on, all the rights and responsibilities of the house belong to the owner.
6. According to Article 42 of the Property Management Regulations, the owner shall pay the property service fee according to the property service contract. If the owner and the user of the property agree that the user of the property shall pay the property service fee, the owner shall bear joint and several liability from the agreement. The property service fee shall be paid by the property developer before the property is actually delivered to the buyer for possession, and shall be paid jointly by the owner and the buyer after the actual delivery. Under normal circumstances, the property management service fee is paid monthly. Therefore, in real life, the property management service fee is generally paid in the second month after the buyer actually receives the house. In addition, when the owner receives the house from the developer, he has the right to actually occupy and use the house and enjoy the property management service of the property service company. As for the owners who actually do not live for some reason, it does not affect the property company to collect property service fees. According to Article 6 of the Interpretation of the Supreme People's Court on Several Issues Concerning the Specific Application of Law in the Trial of Property Service Disputes, if the property service enterprise has provided services in accordance with the contract and relevant provisions, and the owner only claims that he does not enjoy or need to accept the relevant property services, the people's court will not support it.
