Article 1 In order to regulate the charging behavior of property management services in our city and safeguard the legitimate rights and interests of property management units, owners and users, these Measures are formulated in accordance with the "People's Republic of China (PRC) Price Law" and other laws and regulations, combined with the actual situation of this Municipality. Article 2 Anyone who engages in property management service charges within the administrative area of this Municipality must abide by these measures. Article 3 The term "property management service fee" as mentioned in these Measures refers to the fees charged by the property management unit for daily maintenance, repair, renovation and other services related to residents' lives in the buildings and their equipment, public facilities, greening, sanitation, transportation, public security and environmental sanitation within the property management area. Fourth Hohhot price department is the competent department of property management service charges in this city. City real estate departments to assist in the management of property management services within the scope of their duties. Fifth property management service charges should follow the principles of rationality, openness and equality. The government encourages property management units to conduct fair competition, implement hierarchical management, provide high quality and high price, and prohibit forced charges and profiteering. Article 6 Property management service fees are divided into public service fees, public agency service fees and special service fees.

(a) public service charges are subject to government pricing. The following services are public services:

Public health cleaning, public facilities maintenance, security, greening and vehicle occupation in the property management area.

(two) public institutions service charges, the implementation of government pricing or government guidance. Refers to the collection and payment of utilities, gas, heating, cable TV, telephone and other public institutions' services.

(three) special service charges by the property management and consumer consultation pricing. Refers to the fees charged for providing special services at the request of owners and users in addition to public service fees.

Charges for property management services subject to government pricing and government guidance shall be reported to the municipal price department by the property management unit according to the actual services and expenses provided, and shall be approved by the price department after soliciting the opinions of the municipal real estate department. Article 7 The composition and service contents of public service charges:

(a) the basic wages of managers and service personnel and the welfare funds drawn according to regulations.

(two) the daily maintenance fee of public facilities and equipment. Services include: maintenance of roads, parking lots, outdoor lighting, fire fighting, outdoor pipes, fences, garbage dropping facilities, etc. In the property management area.

(3) Greening management fee. Services include: daily maintenance and conservation of flowers, trees, garden sketches and their ancillary facilities in the property management area.

(4) cleaning fee. Services include: cleaning roads, parking lots, courtyards, pavilions, elevators, garbage collection and transportation, and cleaning septic tanks.

(5) security costs. Services include: security in the property management area, day and night patrol duty.

(6) office expenses. It is used for daily management, account management, property file keeping, office expenses of the owners' committee (or property owners) and other reasonable expenses related to property management affairs in the property management area.

If the property management unit fails to pass the examination, it can only charge the D-level management service fee after examination and approval, and shall not charge the daily maintenance fee. Article 9 When applying for property management service charges, a property management unit shall apply to the municipal price department for the Application Form for Property Management Service Charges, and truthfully fill in and provide relevant information such as property management qualification certificate, industrial and commercial business license, property management entrustment contract or agreement as required.

The municipal price department shall fully listen to the opinions of the property management unit and the owners' committee or the users of the property when approving the charging standards. The municipal price department shall, according to the changes in property management fees, timely adjust the approved property management fees.

After the property management fee standard is approved, the municipal price department will issue the certificate of property management service fee grade and the fee license, and implement the annual audit system. If the property management unit is approved to collect fees, it shall fill in the property management service charge card in detail and issue invoices in accordance with state regulations. Article 10 The vehicle site occupation fee in the property management area refers to the fee charged by the property management unit with the consent of the client and relevant departments and the approval of the municipal price department to set aside parking spaces in public places and roads in the property management area for residents in the management area to park small vehicles (trucks with more than 4 tons and/or passenger cars with more than 0/2 seats are not allowed to park). The specific charging standards shall be formulated by the municipal price department.
