Is it legal for the property company to collect the decoration deposit?

Article 53 of the Regulations on Property Management in People's Republic of China (PRC) stipulates that if the owner needs to decorate the house, he shall inform the property management enterprise in advance. The property management enterprise shall inform the owners of the prohibited acts and matters needing attention in the house decoration. In other words, the property company only has the obligation to inform, and the law does not give it the power to collect the decoration deposit. It is an infringement not to pay the deposit and go through the formalities of entering the house.

No decoration deposit is charged.

The property shall not collect the decoration deposit from the owner for any reason.
