Notice of Yichang Municipality on Adjusting the Water and Electricity Prices of Relevant Enterprises

Urban hydropower enterprises, the relevant county development and Reform Bureau:

In order to fully support enterprises to fight against the impact of the epidemic and tide over the difficulties, according to the spirit of the documents issued by provinces and cities to support small and medium-sized enterprises to reduce production costs, and the requirements of the Notice of the National Development and Reform Commission on adopting a supportive two-part electricity price policy to reduce the electricity cost of enterprises during the epidemic prevention and control period, the Notice on reducing the electricity cost of enterprises in stages to support enterprises to return to work and resume production, and the Notice of the Provincial Development and Reform Commission on implementing flexible water and electricity price measures to support small and medium-sized enterprises to fight the epidemic and tide over the difficulties. The relevant matters are hereby notified as follows:

First, adjust the price of urban water supply

From 2020 1 to June 30, 2020 1, the water price of small and medium-sized industrial enterprises in urban areas will be lowered 10%. Among them, the industrial water prices of Yichang Puhua Three Gorges Water Co., Ltd., China Gezhouba Group Electric Power Co., Ltd., Yangtze Three Gorges Water Co., Ltd. and Yichang Jiantou Water Co., Ltd. were adjusted to 1.68 yuan, 1.70 yuan, 1.66 yuan and 1.64 yuan per cubic meter respectively. Water supply units of other small and medium-sized micro-industrial enterprises in urban areas shall be reduced by 10%.

Second, adjust the power supply price policy

1, from February 1 to June 30, 2020, except for users in high energy-consuming industries, the electricity users who are currently implementing general industrial and commercial electricity prices and large industrial electricity prices will be settled at 95% of the original residents' electricity prices.

2. From February 7, 2020, for enterprises that can't start or resume work normally during the epidemic prevention and control period, the change cycle and capacity reduction cycle of capacity tariff mode will be relaxed, and "the basic tariff mode is quarterly or three-month cycle, and the time for applying for suspension of power consumption is not less than 15 days each time, and the business of changing, suspending, reducing capacity and restoring the basic tariff mode must be advanced by 5 or 15 working days".

3. For enterprises that have stopped production or stopped production since the outbreak, the time for suspending electricity consumption, reducing production capacity, stopping production and resuming production capacity can be traced back appropriately. For enterprises that have not produced since February of 1 year, the start date of power suspension can be traced back to February of 1 year. For enterprises that need to expand their production capacity due to epidemic prevention and control, if they originally choose to pay the demand electricity fee according to the maximum demand agreed in the contract, the part that exceeds the maximum demand agreed in the contract 105% will be collected, and the basic electricity fee will not be charged again.

4. For medical places that need to be built or expanded due to epidemic prevention and control, high reliable power supply fees are exempted.

5. For small and medium-sized enterprises involved in the commercial circulation of daily necessities and the production of epidemic prevention drugs, medical devices, materials and equipment, etc. related to epidemic prevention and control, the local government where the enterprise is registered will give electricity subsidy according to 30% of the electricity price in the sales catalogue, and implement the provincial electricity subsidy policy.

Third, adjust the price of urban natural gas.

From 1 and 1 in 2020 to 3 1 in March 2020, the gas price of small and medium-sized industrial enterprises in urban areas will be lowered by 10%, from 3. 18 yuan/m3 to 2.86 yuan/m3; Other price schemes shall be implemented according to Document No.2 [2020] of Easy Development and Reform Price Management.

2. From April 1 day, the sales price of natural gas for non-residents in cities and towns was adjusted to 2.80 yuan/m3, and the relevant price plan was implemented according to document [2018] No.44. Among them, the sales price of vehicle natural gas is 3.40 yuan/cubic meter, and it is not allowed to float.

3. Upstream natural gas enterprises can provide preferential treatment to downstream enterprises and users on the basis of the above-mentioned relevant price standards, and the specific preferential measures shall be determined by both parties through consultation.

Four, for small and medium-sized enterprises, hydropower users to implement arrears without reducing supply.

Effectively protect the electricity and gas demand of enterprises, and implement the measures of "uninterrupted supply without reducing arrears" for electricity, gas and water needed by small and medium-sized enterprises and enterprises related to epidemic prevention and control materials. Within 3 months after the end of the epidemic, the enterprise shall pay the extension fee and be exempted from the late payment fee.

Five, strictly implement the scope of price adjustment

The list of specific enterprises within the scope of water and electricity price adjustment shall be determined according to the relevant documents of the higher authorities and the relevant documents of the municipal party committee and municipal government and the epidemic prevention and control headquarters at all levels. When necessary, it shall be identified and published by our Committee together with relevant departments. Enterprises that enjoy the scope of price policy adjustment, except those whose production and operation have nothing to do with the epidemic situation or are stipulated by the policy; If it is not easy to be excluded, it shall be determined according to the proportion of normal production and operation in the previous quarter; Can not be ruled out or determined, determined by the Municipal Development and Reform Commission in conjunction with relevant departments. The relevant departments at higher levels issue new regulations, which shall be implemented in accordance with the regulations at higher levels.

All hydropower enterprises in urban areas should take the overall situation into account, fully carry forward the spirit of sharing weal and woe with * * * and * *, effectively enhance their sense of social responsibility, actively do a good job in ensuring supply, and contribute to supporting local economic recovery and development; It is necessary to actively publicize relevant policies to enterprise users to ensure that the price policy is put in place. The development and reform departments of counties and urban areas should actively carry out related work in accordance with the spirit of the documents of the provincial government and the municipal government and the requirements of the relevant documents of the higher development and reform commission; In accordance with the authority of price management, combined with the impact of the epidemic on the industry, flexible water and electricity price measures were implemented to minimize the production costs of enterprises.

This document is interpreted by the Municipal Development and Reform Commission. The problems encountered by all relevant units in the implementation of policies should be reported to the Municipal Development and Reform Commission in a timely manner.

Adjust the scope of the list of enterprises related to water and electricity prices

1. The list of enterprises to which Item 1 of urban water supply price and natural gas price applies refers to all small and medium-sized micro-industrial enterprises except large industrial enterprises in urban areas. Notice of the General Office of the Municipal Party Committee and the General Office of the Municipal Government on commending Yichang Beishan Commercial Chain Co., Ltd. and other commercial circulation enterprises, and the 17 key commercial circulation enterprises notified in the document are also included in the list of enterprises within the scope of adjustment.

Second, small and medium-sized enterprises involved in the commercial circulation of daily necessities and the production of epidemic prevention drugs, medical devices, materials and equipment are identified according to the relevant documents of the municipal party Committee and the municipal and county-level epidemic prevention and control headquarters. In principle, relevant enterprises that have entered the list of key protection enterprises for epidemic prevention and control in higher-level development and reform, letter and business departments can be included. During the revocation of the headquarters, the municipal government authorized the relevant departments to identify.

Three, for users of high energy-consuming industries, the current implementation of the general industrial and commercial and other electricity prices, large industrial electricity prices, according to the national statistical classification, the six high energy-consuming industries are excluded from other industrial and commercial users. Where an enterprise engages in a variety of production and operation, the income source of its main business shall prevail. The new regulations promulgated by the National Development and Reform Commission shall be implemented in accordance with the provisions of the National Development and Reform Commission.
